Origin: was genetically engineered by the organization called The Silence in experiment. Goal of experiment was to create a weapon specifically trained and designed to kill Dante Price(OC character who is property of lostsoldierS636 ), similar to how River Song was the perfect weapon to kill The Doctor, and also created so "Silence will fall when the question is asked" since Dante Price also knows the Answer to the Question. Said experiment involved several hundred embryos that were then implanted with half human DNA, the other half from another race and different for each one, and then exposing the embryos to a energy signature that was scanned in their various encounters with Dante Price and then replicated. All embryos exposed to the energy died, unable to handle it, until Tobias, who absorbed the energy thanks to his Thal DNA being more tolerant of various radiations and energies. As the embryo grew, the Silence modified it so the resulting child, when it would be born, would be stronger, smarter, and better then it would have been on its own.

Once that step was completed and Tobias grown to an infant, his training to kill Dante Price began. He learned how to harness the powers the energy signature he was exposed to had given him, and as he grew older, he learned fighting with them and a sword whose origins are currently unknown, on top of studying biology and anatomy of several body types while learning to blend into a crowd. He did this while moving from planet to planet, learning all the skills he would need to succeed in his ultimate goal. He was "programmed" to have no emotions but to do what he was told without question. His powers over air made him a valuable asset The Silence and a perfect assassin. He also trained in head-on fighting, but his current limits of strength are unknown. Despite having no name expect the code names given to him for various missions, he eventually was given a code name that eventually stuck as a nickname: The Black Wolf.

When he arrived at the age of 13, his "programming" started to break down and he started to develop a personality, first shown when he asked to be called Tobias instead of simply Black Wolf. The conditioning continued breaking down despite the efforts of The Silence to prevent it, resulting in Tobias becoming more and more human as time went on. Eventually he was written off as a failure and at the next base he arrived at, was rendered uncouncious and placed into a cryogenic chamber, with the intent of figuring out how his cells had absorbed the energy since they were unaware of the Thal DNA's radiation tolerance, and with the intent of duplicating the event to make another with his powers. It is currently unknown if they succeeded or failed, but after an undetermined amount of time, during which the base was abandoned and Tobias left in his chamber, River Song happened across the planet and base on one of her travels. She found Tobias's chamber and called in some favors from Jenny, The Doctor's artificially born daughter whom she had encountered, and Captain Jack Harkness, the immortal leader of Torchwood. With their help, they transported Tobias's chamber to the Torchwood facility and, after making sure from scans he was in fact humanoid and living, released him.

Upon awaking, Tobias acted rashly and tried to escape in a panic, releasing a blast of air with equal force of a small bomb going off to disorient his "captors" and dislocating Jenny's left shoulder when she attempted to stop him. He was then tazed with a stun gun by River and put inside a deadlocked room before he woke up so they could talk to him without danger to himself or them. Afterwards, when he had sufficiently calmed down and had been told of where he was and how he came to be here, he was let out and introduced to Jenny, River, Jack, and the rest of the Torchwood staff. Despite initial mistrust and unease, he told them his story and how he came to be. What happened specifically afterwards is not known, but it is known River felt a kindred spirit in Tobias and adopted him, raising him as her own son for the next five years while never telling either The Doctor or Dante Price, whom she was close friends with, about him.

Girlfriends: both are from the Sekirei Universe and are Sekirei themselves. They are Number 03 Kazehana, the Sekirei of Wind, and Number 54 Yahan, a Sekirei with shadow teleporting/manipulating abilities.

Weapon: sword, sheath pitch black with silver etchings in ways similar to air currents. Blade itself is average length and shape, tinted green, hilt black and large enough to grip with two hands if needed.

Power: Air manipulation. See Air manipulation abilities.

Air manipulation abilities: Tobias has shown a wide variety of skills, all based around his powers. He has shown the ability of manipulating air how he sees fit with his mind, picturing what he wants done and how. He finds it easier, however, if he gives the attacks names and sometimes gestures, which focuses them and makes them more powerful, but this is not strictly necessary. Also, if he uses them intensely over a period of half an hour, he develops a headache that severally cripples his control over some of his abilities. His abilities include:

Flight- the ability to fly at high speeds and altitudes was only recently discovered, but Tobias has reached a altitude of twelve miles without any adverse effects on his body, his limits not known at this time. He has also managed to fly fast enough to break the sound barrier, accelerating to this speed in as little as two seconds, but he struggles to deal with blurred vision from flying this fast. Control of this power is not affected by the headaches Tobias gets from over using his powers.

Air Lock-a restraint ability, Tobias has said he uses this power by clasping both hands or making a fist as he focuses, thickening and condescending the air until his target is unable to move. It's apparently able to stop a semi-truck going forty miles an hour at its most powerful. Unknown if they are affected by the headaches Tobias gets if he overused his powers.

Air Hand- a newer power, this was simply a label for Tobias enhanced micro control over his abilities, which resulted in him being able to do simpler things with no real effort on his part. He can make simply things such as a ball, breeze, or hands, by picturing them and using the barest trickle of concentration. He can apparently make multiple objects at once and manipulate them as he sees fit, though he has only used this when making "hands". Control of this power is affected by the headaches Tobias gets from over using his powers.

Divine Punishment (optional: of the Wind God)- a basic blunt force attack, it's power can range from enough to throw back a full grown man, or throw someone through several building at high speed. Used mostly at mid-long range or close range to gain breathing room.Control of this power is affected by the headaches Tobias gets from over using his powers.

Divine Roar (optional:of the Wind God)- a more concentrated and closer range attack, Tobias sucks in air before releasing it as a shockwave from his mouth. While less powerful and not as damaging as Divine Punishment, this close-range attack is still excellent for surprising and keeping an oppenent off balance.Control of this power is affected by the headaches Tobias gets from over using his powers.

Divine Fist (optional:of the Wind God)- the most damaging of all of Tobias's blunt attacks, this move is used for dealing internal damage, ranging from fracturing ribs and internal bruising to veritably liquefying a living beings organs. Despite it power, it's draw backs are the need for extremely close range and gathering air around Tobias's fist, needing a charge time ranging from three to ten seconds, depending on his desire for damage.unknown if control of this power is not affected by the headaches Tobias gets from over using his powers, but assumed yes.

Divine Wind Blade: this attack is one of Tobias's most lethal and dangerous, having made and perfected it when he was still working for The Silence as Black Wolf. As the name suggests, this cutting attack involved Tobias molding air into a razor sharp blade, around his sword in the few cases it has been seen, then swinging it, which fires the attack. It results in a crescent-shaped, white-tinged shockwave being launched, slicing through thick metal and/or stone with shocking ease. It has been used at long-range, but the method of delivery suggests it can also be used at close-range. It is known that Tobias has not used this attack willingly since he became his own person, having preferred to move on from his past and leaving behind anything associated with Black Wolf. Unknown if control of this power is not affected by the headaches Tobias gets from over using his powers.

Other notable characteristics: Tobias's bone and muscle density are higher then an average humans, giving him higher strength and endurance. His immune system has been made as close to perfect as possible, making him immune to any conventional illness while giving him a resistance to any he does fall prey to, in which event his body begins counteracting it immediately by producing anti-bodies. The same holds true for poisons. His brain also works at a higher speed, making him smarter, quick thinking, and giving him enhanced reflexes in combat. They also seem help with his powers, but if he is rendered stunned or unable to focus, he is unable to use any of his power at all. Also, it is currently unknown how or why at this time, but whenever he becomes furious or similarly angry, Tobias's powers grow stronger and easier to control. His eyes also shift color from silver to pure white, while his personality begins changing back to what it had been when he was Black Wolf, which is to say, ruthless and deadly to those he is focused on or who ever happens to get in his way.
