Hyalus unites the ten different nations that command the elements, and use the common tongue, Vere, to unite them. Each nation is governed by a ruling house, headed by the Primor (ex. House Song is led by Primor Song). Females are allowed to become Primors, but are not allowed to become the leader of Hyalus. Procreation between those of different nations usually results in the child receiving the mother's power. Sometimes, very rarely, a child is born a mixed-powered individual, called Unstables. Unstables are strictly illegal, and are aborted before delivery. If a family is found harboring an Unstable, they are deported from Hyalus, and lose the protection of the Empire. However, almost 90% of Unstables don't survive past age 5, so it's not a widespread problem.
