WORLD:

so in this one, the rebellion from the books happened but was stopped & so district 13 is in play. district thirteen specializes in mining of shit & nuclear power but is so super super super monitored for rebellious activity & also was very unstable following the second rebellion but is starting to get a little bit better. they haven't had a victor since they were put into the Games. it's a pretty poor district & occupations other than mining include a decent medical program in spite of all that, a little bit of farming where the land is salvageable, a lot of nuclear science

also, there is better education here than in the books, with universities in the richer districts (1, 2, & 4) as well as the science districts (3 & 5) and a small medical program in 13. traveling between districts is more acceptable although heavily monitored & generally STRICTLY for the following three reasons: educational, occupational, or just being fuckin rich and going for a brief & hard to attain vacation in places like the beaches of district 4

some districts are getting a little bit better since all the tributes & workers dying off is bad for the capitol. also district 12 kinda really sucks because of the bombing after the second rebellion (the shit that happened in the books). like it sucked before but it's still kind of recovering from the bombing and very harsh treatment because of the rebellion's icon originating from there

my version of the capitol is very progressive in terms of same-sex couples, trans ppl, and nbs. as such, in the districts it's a country-wide law that a nonbinary person or a trans person can choose which jar they're put in as long as they get their legal gender marker changed before the reaping.
