Chapter Thirty-Eight: Advisor Luna

Harry had watched the footage from the crystals and found that six more people had died on the island. Three had died trying to find shelter, but instead they chose caves that weren't empty. The other three were dumb enough to think that they could escape the island and ended up drowning in the raging ocean that greeted them. Harry was not happy that those people died that way, and was wondering if he had done the right thing putting them on the island.

Harry sat down to breakfast that he made since he had the elves off doing other things. He grinned when Luna walked into the kitchen fully clothed. "Morning Luna, I see you decided to wear clothes today."

"Ha" Luna said as she sat down. "I would be going naked, but your godfather said that he didn't want me running around in the buff."

"Probably just concerned with having a naked young girl running around. You may act more mature than most eleven year olds…"

"I'm twelve thank you," Luna said with a huff as she stuck out her tongue. "I'll be thirteen in October."

"What? That would mean you were born the same year as me."

"Yeah, October 13th 1980 to be exact, but I understand his concern. So I agreed to wear clothes in the cottage and open areas, but when I am alone, or swimming in the lagoon then he said I can go naked."

"I didn't…"

"You do now," Luna said with a grin. "So I expect you to remember when it comes time for my birthday."

Harry laughed, "Leave it up to you to prevent me from feeling bad about something I should have known."

"Harry you said yourself, we were friends, but we weren't extremely close friends. I don't blame you for not knowing, but I will from now on."

"I won't forget now Luna, I promise."

"Good, now what did you make for breakfast? I'm starving."

Harry laughed as he grabbed her a plate with eggs, bacon, and a hash brown. "Here ya go Luna, enjoy."

Luna started eating and when she finished her bite she smiled at Harry, "Can I keep you?"

Harry about spit his juice when he heard her question, "What?"

"Well daddy is good at running the magazine, but he is dreadful in the kitchen. I usually end up grabbing something at the Leaky Cauldron when I go with daddy to work. You are a great cook, so could I keep you?"

Harry stared at her wondering if she was being serious or just pulling his leg. In the end he couldn't decide which it was. "We will see what happens" Harry said quietly as he went back to eating.

"So changing subject," Luna said with a grin. "How many did you lose last night?"

At first he didn't know what she meant and then he recalled those bigots on the island. "Six died, if you're talking about the island."

"I was afraid of that" Luna said in a low tone.

"Why's that?"

"Well I have been seeing many outcomes to this project and in all of those where six die the first night things never get better."

"Really? I would think by removing them from the world and showing them what muggles can do, that some might see the error of their ways."

"I won't say it isn't possible, but it is far more likely that they will just end up all dieing and none will learn from it."

"So you don't believe I am doing the right thing then?"

"Well yeah, I believe removing them from society will help some. On the other hand though the lesson you want them to learn isn't going to happen if things play out like I have seen."

"What would you advice that I do then?"

Luna sat there for a moment lost in thought before she spoke again. "You have two hundred prisoners remaining not counting the former minister that you gave to Dobby right?"

"That sounds about right."

"How many of them are there for supporting Voldemort because of greed and not because they supported his idiotic views?"

"I'm not sure exactly, I would have to double check with Griphook, but I believe roughly fifty."

"Well I would advice that once you have a total you speak with Griphook about turning them over to the Goblin nation."

"Why? I mean we both know that goblins are greedy for the most part too."

"Yes, but they aren't thieves. These people were willing to take money, most likely blood money, to allow Death Eaters out of their punishment or to force laws through that affected those that the bigots saw as lesser beings."

"Ok but why would it be good to give them to the goblins? Wouldn't they just as likely kill them anyway?"

"No, most likely they would be forced into slave mines that the goblins have or forced to shovel dragon dung in the underbelly of the vaults."

Harry didn't like the idea of making anyone into a slave, but in a way he could see her point.

"This would also work to your advantage by increasing your credibility with the Goblin Nation and also it would make the prisoners learn a lesson about going against goblins."

"Ok say I do give them to the goblins. What about the rest, will they learn a lesson on the island then?"

"I doubt it" Luna said solemnly. "Survivor Island might work for a muggle reality show, but I don't see it helping how you would like it to."

Harry didn't know what she meant by that, but he knew that she saw many things in her visions so he just left it at that. "So as my advisor what would you suggest?"

"You want me as your advisor?" Luna asked with a bit of shock in her tone.

"Yeah, but only if you want to be. I would never force you to take the position."

"You don't mind that I am not even a teenager yet?"

"Luna cut the crap; you are more mature than most people I deal with. Even without your insight to other realities, you are my friend, and I value your opinion."

"Well if you keep making me great meals like this breakfast then sure I would be honored to be your advisor."

Harry laughed, "You've got a deal. So what would you suggest that I do?"

"You won't like it, but as your advisor I would have to say the first thing is for you to quit being so noble and kind hearted and start treating those people like a Dursley would."

Harry didn't know what to expect her to say, but what she did say wasn't even on his list of things. She was right that he didn't like it, but he decided to bite his tongue and hear her out before he lashed out about the audacity of that statement.

"Those people are some of the worst bigots that this world has to offer. They would rather see all those they view as inferior as slaves to them then as normal people. They wouldn't give a rat's ass about how people earned money to provide for their families. Muggleborns are basically forced out of our world by people like them, not to mention that they would gladly punish house elves rather than help cure their curse. Also don't forget what they have done to those they view as dark creatures or half breeds."

Harry still didn't like the proposed idea, but he did at least understand that Luna was right. "I agree that they don't care about anyone but themselves, but what your proposing I do is beyond what I think I am capable of."

"So you can kidnap people, kill people, but you have a problem with treating them like they would treat everyone they view as below them?"

Harry knew she was right about what he had done. He also knew he had done a lot of things that he would never have thought he was capable of. "You're right, so let's say I was to do this, what do you think should be done?"

"Well first off I am not saying you have to be the one doing all of this. You have people willing to help you, and I am sure they would do this for you. The first thing you will need to do is gather your other advisors together. I know you appointed me as an advisor, but you also have Dobby as the head of the free Elven militia and likewise you have Griphook from the Goblin Nation."

Harry followed her advice, which lead to him meeting with Dobby, Luna, and Griphook in Griphook's office at the bank. It was done this way because it wouldn't have looked right for Griphook to leave the bank in the middle of the day.

Harry went on to explain that he asked everyone to meet there so Luna could discuss her views of what was happening on the island. When they finished their meeting two hours had passed but they had worked out what needed to be done to get the island to the level that Luna thought might work better. Likewise Griphook agreed to take the fifty prisoners and put them to work in the slave mines, as their form of punishment for their dealings with Death Eaters.

The first part of the advised plan was made easier with the aid of Harry's freed elves. The prisoners on the island all had locator charms on them, so the elves easily found them all and returned them to cells in Azkaban. The fifty that were slated to go to the Goblins were transferred to them instead of the holding cells of the prison.

Most of the prisoners that were taken to the cells were happy to be back, because they believed that they were one step closer to being free. Some also believed that being in Azkaban was better than being stuck out in the wild fending for themselves. This was because in prison they figured they would have shelter provided and likewise they wouldn't have to hunt for their own food.

They didn't know what to make of things though when the second part of Luna's plan was put into effect. The elves vanished all the clothes of the prisoners from the island and replaced them with a simple loincloth to cover their lower nether region. The clothes didn't conceal things too well, but they did serve to add to the prisoners' humiliation.

Luna's reasoning for this to Harry was that they wanted to treat people as slaves. The prisoners forced House Elves to wear old, ragged, and dirty towels as their only covering. So it was fitting that they be treated as slaves and given the same minimal amount of clothing.

The third part of the plan was also helped along by the elves, as they found a clear area to put up a small tent city of sorts. These weren't the magical style tents that the purebloods and others in the wizarding world were accustomed to. These were simple muggle type tents that would house one prisoner, but they were nothing too fancy. It had been debated whether or not this was a good idea during the meeting.

"Why would we use muggle tents instead of just having a normal building to house them?" Harry asked as he looked at his friend with a bit of concern in his eyes.

"Because Harry" Luna said with a grin. "The main housing won't be available until the slaves get the materials and build the house."

Harry laughed "you honestly think those lazy bigots would bring themselves to doing manual labor?"

Luna grinned broadly, "yes I do, or they will find out why it is a bad thing to be a slave."

The goblins provided Harry with basic tools for a price. The prisoners wouldn't be allowed access to great tools that could be used as weapons, but even the simple axes they were given could maim or kill someone if they truly wanted to achieve that goal. It was a necessary evil as they say, because they needed some way of cutting down the trees needed for building with.

Around two in the afternoon things were on track and the prisoners were removed from their cells and taken back to the island. This was met by frustration and outrage as they figured out that their imprisonment in Azkaban had only been temporary. Even their lunch wasn't up to their standards, as they were only given a small amount of lukewarm water and stale bread.

The tents were set up to leave an open area in the middle, where seats were placed to restrain the 150 prisoners that returned to the island. This was done, so Harry could address them upon their return to his island.

"Welcome back" Harry said with his voice amplified for all of them to hear him clearly. "I hope that you all enjoyed your short vacation in Azkaban."

A roar of frustration and aggravation from those that had been brought back from Azkaban rang out. While they were magically restrained in their seats, they were still fully capable of speaking, and voicing their outrage.

"I know you all believed that you would be free from this island hell, but as you can see that wasn't the case." Harry waited for a moment as more outrage was heard thundering back at him. "I will say that your punishment has changed from what it was originally. My advisor thought that my punishment wouldn't be effective in showing you the error of your ways. So you will no longer be forced to hunt for your own food and shelter."

The prisoners were still angry, but they had quieted down to hear what Harry had to say. Some thought that they were going to find it easier to live on the island, while others were scared as to what new punishment he had planned for them.

"As you can see the dress code has also changed for your stay here on the island. My advisor made valid points, and in the end I agreed to it, because you people like to treat others as slaves, so now you will get to dress like slaves."

There was another round of thunderous outrage some shouting obscenities that would make sailors blush with shame.

"I know you don't like that idea, but the truth is, you are nothing more than slaves now. As for your attire, if you don't like the loincloth look then I would suggest that you earn more clothes, because that will be the only way you will get any. If you do as you're told, and don't cause problems, then you may be gifted with something more to wear. If you don't listen to what you're told then you should just get use to wearing what you have on now."

The prisoners weren't happy about the attire and they left Harry know that they didn't like it. Some shouted that it was wrong to treat purebloods the way that they were being treated, which Harry promptly ignored.

"As I said you will no longer need to hunt for your own shelters. As you look around, you will see there are tents set up. Each of you will be given a tent to stay in until a more permanent location is built. As you were shown at lunch in Azkaban food will also be provided to you. If you work hard then you will get better food, but if you refuse to do as you're told then you will continue to get the same meals that you got in prison."

Harry paused to allow them to vent their anger towards him before he continued on. "I would advise you not to venture off on your own with hopes of escaping. First off this is an island so ocean waters surround this entire place. If that wasn't a good enough deterrent then perhaps the Dementors that are roaming around the shores will help persuade you against attempting this foolish action."

If looks and threats could kill a person then Harry would have been dead with all the glares he was getting and threats of death as well.

"My advisor wanted all of you to start working straight away, but I have overruled that suggestion. It is my hope that you will all take the time I give you today to think about all that I have to tell you. I can not stress enough that you people have no rights, there will be no buying your ways off this island. You will not be given a trial, because you have already been found guilty. The rules here are simple enough even a bunch of bigots like you can even manage to comprehend them. You will do exactly what you are told to do or you will be punished. If you attempt to escape you will either die or you will be punished. Life here for you will not be easy, but if you do what you are told then it will not be as terrible as it will be if you don't listen."

"Who made you god? Who said that you could take people hostage and use them as slaves?"

"Those are good questions" Harry said with a grin. "No one made me god, because I am no god. I am a mere wizard just like you pathetic examples are. Who said I could take you hostage? You all did by your actions. If you people could have respected others like you feel they should respect you, then I wouldn't have needed to resort to this. As for the second part of that question, my advisor said to use you as slaves. My original plan was just to leave you all here to fend for yourselves. Sure most of you would have died because you're too lazy to do anything for yourself, but some might have lived out their lives here. I could also say that it was your attitudes toward those you view as inferior that have paved the way for you being here as slaves now."

"None of those reasons give you the right to treat us like this!"

"What is your name?"

"Darren, Darren Dowdy."

"Ah yes, Mr. Dowdy, as I recall your family claims to be pureblood, but yet only because they toss out any that decide to marry non purebloods. I know another family like that, the noble house of Black, and look were it has left both your families."

"My family is pure, those that chose to dishonor our family by marrying those below them are not family!"

"Thus is your problem, you believe that blood status matters one damn bit. I had a friend that was muggleborn and was the brightest witch in our year. I also had a pureblood friend that was dumber than a box of rocks. Lets move away from that subject shall we and focus on you in general. You finished Hogwarts at the bottom of your class; your position at the Ministry of Magic was handed to you because of your family's blood status. And if I recall correctly from your file, you enjoy using your wife as a punching bag when you aren't trying to make an ass out of yourself at the ministry."

"I did not use her as a punching bag, she is just highly accident prone."

"Oh, so she accidentally fell face first into your fist repeatedly then? Thus resulting in multiple trips to St. Mungos to have her bones in her face mended because you went too far and couldn't fix her yourself."

"If I wasn't being restrained…"

"You'd be dead, because I despise people like you more than I do most of your bigot friends here. I would suggest you shut up and do as you're told, because you will not like the punishments here."

"You talk big because you still have your wand, but if you didn't you would not stand a chance against me!"

"This is your last warning Mr. Dowdy, shut the hell up, or you will be the first one to find out what punishments will be handed out here."

"Fuck your punishments, I will not shut up, and I sure as hell won't be anybody's fucking slave!"

"Well let's see what we can do to change your view on things Mr. Dowdy. Dobby" Harry said as he turned to his Elven friend beside him. "Dobby, could you move Mr. Dowdy off to the side and silence him? I will deal with his punishment after I am done addressing the rest of the slaves."

"Yes sir" Dobby said as he left to do as Harry asked.

"Darren Dowdy is an example of what is wrong with you people. He may never have groveled at the hem of Voldemort's robes. He also never took on the mark of a Death Eater, but yet he is a perfect example of a pureblood bigot. He thinks, like most of you probably do, that it is okay to beat on your wives. It is also okay to him to live off his family name, and except it to get him everything he wants in life. Well here on this island his name means nothing, here none of your names mean shit. So since he is already an example, I will use him as an example of one of the punishments that could await you if you refuse orders."

Harry went on to explain to them that their first task would be gathering the materials needed to build a more permanent housing for them to live in. Twenty minutes later he ran out of things that needed to be said, so he knew it was time to deal with other matters.

"Now the elves here will take you each to a tent that has been assigned to you. I have been merciful in that I will allow you all to have an actual meal tonight. What happens to you after I leave is up to you as I have stated already."

The elves went about releasing the prisoners from their seats to show them to their tents. Once they were all squared away the seats were vanished and Harry then could deal with Darren Dowdy.

Harry walked up to him without saying a word and punched him square in the face. "That was just because I truly do despise people like you."

He then had a goblin place a wooden stockade in the middle of the tents where the chairs had been beforehand. Once it was in place Harry had Darren taken over to it and placed in it, putting him on display for all to see.

"You will not be given the meal that the others will receive. You will only be given some water and bread to ensure you don't starve to death. You will then remain here until you are willing submit to your fate as a slave."

Darren was unable to say anything as he was still silenced, but he glared at Harry all the same. The afternoon sun was still blazing hot and it was worse for Darren as he was forced to stand out in it with nothing to protect him from its rays.

Harry left the island for his cottage, but he knew that things were well in hand. There were goblins there to act as security and also as the slave drivers when the actual work commenced the next day. There was also a squad of elves there to help where needed, and to ensure that the prisoners were given what food they were permitted. Harry might not have liked the idea of treating humans as slaves, but he knew that it had to be done.

After dinner with Sirius, Luna, and Dobby Harry decided to finally ask Dobby about Pius Thickness.

"Dobby" Harry said as he looked at his friend. "I was wondering what you planned to do with Pius?"

Dobby grinned in what could only be described as a terrifyingly evil grin. "Thick-Head is no longer permitted to be human. I figured that he since he wanted to go on and on about house elves being slaves to wizards being a good thing that I would make him a slave to elves. So I found a curse similar to the ancient one used on my people, and used it on him. Now his magic is bound just like a house elf would be, and he must serve elves or die."

Harry laughed as he looked at his friend with a newfound level of respect and fear. "Dobby you are one scary elf my friend, and I am so glad that I am not on your bad side."

Luna laughed, "Yeah I second that. I'm glad that I could talk you out of using him as a target dummy to practice your magic on."

"He wanted to do what?" Harry asked in disbelief.

"She also didn't think it was a good idea to test unknown potions on him like a guinea pig." Dobby said as if that was something that was normally practiced.

Everyone looked a bit shocked as they stared at Dobby and then they burst out laughing. The conversation lightened as they continued to enjoy their evening together as a real family would.
