My Sweetest,
I may not be here in Seven for next week. Johanna invited me to District 2 for a bridal shower. Of course you know, she wasn't the one to decide on it. Effie and Annie are forcing her into it, you know? I'm being forced to wear a decent dress - a dress by Effie's standards. I asked Cinna to make me one.
Everyone is postponing the grooms thing for you. Hurry up!
The Mayor says hello, and wants to know how you're faring. He's thinking of resigning from his position as Mayor and moving to District Two with his children. His oldest daughter is my age, and she wants to pursue a career in a policing. Nothing like the Peacekeepers of course - they'd actually be here to help us.

That sounds like fun. I think something like that is what you all need - a little bit of happiness. Why don't you wear something black? I think that color looks wonderful on you, especially if it's made by Cinna. Tell everyone I said hello, and give them each the enclosed letters. DO NOT READ THEM. I know you are curious but the messages within are not for your eyes.
Tell the Mayor I said hi, and that everything is going well. I believe he should do whatever he believes is best for him and his family. I've actually been speaking with Paylor about the new enforcement bureau. We have a lot of ideas, but mostly we want to call them just "officers" or "CPOC (Citizens Protecting Our Country). To know there's someone out there who would want to take on that job is a great thought.
District 8 is a great place. Although I must ask something of you - Cecelia's husband died in the war and her children are orphaned. Would you mind if I brought them back to Seven with me? I owe Cecelia at least this much - she did a whole bunch of shit for me back when my life was screwed. Their names are Paisley, who is 10, Carden who is 7, and Fuller, who is 4. Take it into consideration, yes?
