Yeah. I'm surprised the manual isn't the size of a short encyclopedia set. I guess that's the result of the secrecy paranoia - the necessary information is extensive enough, imagine the full proper dossiers the parents could have made? XD
Maybe the Commander giving the orders needs to preface handing over the files with a stern warning and reminder that all official assignments are to be treated professionally, no matter what they seem like at first glance. I wonder if there's anything in the files that actually would twig a reader on to the fact that it's no joke if they actually read it all? Not reading and rereading the mission files is very irresponsible, no matter the assignment. XD

This is the second fic I've read today that mentioned the Xanatos thing and I had never heard of it before so that's wild. Anyways, hope you decide to update this again soon.
