Consequences for your actions and redemption are 2 different things. Punishment is still necessary for breaking a law. Redemption is between them and their Government, (also between them and Jehovah God.) Honestly. Dumbledore would sacrifice every single innocent person just to bring back those who do not care to be redeemed at all! I have never read anything like it before, and I have read a LOT of HP fan fiction.
