This story is easily one of my all-time favorite SYOTs, but I just have to bring up something totally random and irrelevant:

Would Jordana still be called African American if they technically live in Panem, and not America now?

Yes, Kairi was way more interesting tan Ace, a girl pretending to be mentally challenged sounded great. Ace was boring, but it's Europa's story, not yours so don't be so butthurt. For me, this story is worth it, and that decisión doesn't ruin it for me.

I really hate to agree with hopps on this because he is a faggot who should kill himself, he deserves nothign but the worst death and all of eternal damnation. He is a fucking faggot who should still kill himself.
But I don't like Raven either. She's competent, but she shouldnt' have a personal hand in killing off tributes. I hate stories where tributes are killed early.

okay WOW lmao I wasn’t planning on responding to any of these, because really three separate and irrelevant criticisms, but the sexism thing made me laugh out loud. Reverse sexism isn’t real, ya dickprince.

Like it or not, this is Europa’s story. She can do whatever she wants with the characters. By submitting these in the first place, you do not reserve a right to define their placements or characterization. Stop being pissy about it. Also, the president isn’t plot relevant enough to be a villain sue. A sue needs to warp the world around them and redefine the story. A sue can never have a good supporting cast, because the story is all about them. The story isn’t all about the president, so she CANNOT be a sue. It just doesn’t work like that, dude! The fact that she’s a competent female is what causes you to call her a sue, and THAT is actual sexism lmao.

Anyways, I’m outtie. This is ridiculous.

Mary Sue is hardly limited to always being a goody two-shoes. This brand of Mary Sue decided to take the dark and evil path, kicking a few dogs and probably cackling about it in the process. Whether it be stealing the Cosmic Keystones out of the grasp of the heroes, effortlessly bringing about the ironic utopia of the other villain, or just generally acting like a cad, they absolutely love to be evil.

This character generally shows up as an author's wish fulfillment to be evil. Alternatively, in fanfiction, it might show up because the author favors the villain and wants a vicarious relationship with them. It might be a consequence of Evil Is Cool, taken to the logical extreme. Or, perhaps, the author just has a distaste for some (or all) of the protagonists and created the character to facilitate a Hate Fic, Fix Fic, or Revenge Fic. Either way, the same author favoritism and plot bias are now working for the forces of evil. It may also come about as an attempt to create a Magnificent Bastard or similar style of villain, only to go too far and become one of these.

As far as overlaps go, there are two major ones. Sympathetic Sue is an easy one where the intent is to show that the character just had a crappy enough life to be forced into villainy. With this overlap, they are more of a Villain Protagonist than an antagonist in most cases. Tends to show up most often in fanfiction. The other common overlap is the God-Mode Sue, with a ridiculous power level, forcing the heroes to hold the Idiot Ball, and/or requiring Deus ex Machina in order for the protagonists to stand a chance of defeating them. This is the type that generally shows up in canon. It can overlap with other types, such as Jerk Sue, as well, but it never overlaps with Purity Sue (although they might become one after the Heel–Face Turn, once the plot forgets everything evil about them).

The above was the TvTropes definition of Villain Sue. I see why President Raven can be classified as this, it's personally not a stretch to me.

No I agree with Hopps Leah. It seems like you don't understand.
We've been cheated out of a great character for a crafty, edgy kind of girl, and the president shouldn't have a right to just commit murder. She essentially wins in the end and honestly, that's not...that's not fun. We already know how brutal she is but showing it by killing a girl like Kairi, who is cute and innocent, just seems kind of cheap.
If you ask me the author should not kill off tributes willy nilly. This is actually a problem that Europa22 has, Solder, Saturn, and a lot of the guys plus Kairi tend to get shafted for people we just...don't care about honestly. A lot of them could have made good villains or heroes but thanks to subtle sexism we're left with the feeling that girls are more fated to win SYOT's

I kind of agree with Hoppshungerfan, that's a pretty dodge thing to do without consent and Kairi wasn't a bad character; with Europa's writing capability even if she was she could have been made into a wonder.
As for character development, well, I know now how good of a character the President could turn out to be. This was a good chapter, from a neutral standpoint seeing as it's more the fact of the matter than any emotional connection I had (or didn't have) with Kairi that's speaking.
I don't think Hopps is being a petty bitch at all. He has reason to express his thoughts and opinions. You don't have to attack him.

just because the head gamemaker is offered a position of prestige or power doesn’t mean they’re a villain sue. killing Kairi is something she could definitely do with her status. She is not a villain sue because of that, and that is truly an annoying accusation from someone who probably doesn’t even know the full definition and probably just picked up the term on TvTropes. One completely possible aspect of the games should not ruin the entire story for you, lmao. Don’t be a petty bitch about it.

why did you kill her off without consent? Was this pre determined? It doesn't seem like it! I hate it so much, we could have had so much with Kairi before her death occurred? What the hell is this?
This personally put President Raven into the villain sue territory. I have trouble believing that a character like her can exist even in the Hunger games. This scene ruined your fanfiction for me

This chapter was overall pretty good, but one thing was bothering me for a while after I read this, and it's the fact that there isn't any subtlety in this story.
You've done a very good job fleshing out your characters; unfortunately, all of it has been through telling instead of showing, and leaving nothing up to interpretation.
This chapter shows the other issue with telling too much. Panem is a place of secrets, open or otherwise. Everyone knows that the Games are a front for the sadistic, power-hungry Capitol. Everyone knows there are alliances made early in the Games. The one thing no one does is acknowledge this.
There is no way a tribute from District 1 would scream across the entire Tribute Centre to gather an alliance. All it does is put a target on her back for the Gamemakers; practically daring them to kill her in the bloodbath.
Like I said, this isn't a bad story. There simply isn't any subtlety, either in the narration, or with the characters.
Also, if you could stop the fourth wall breaking it would be great. There are only a limited number of ways that can be pulled off properly, and this is most assuredly not any of those.

Twelve year olds aren't as innocent as they're made out to be in the hunger games fandom. In the HG fandom, twelve-year-olds act like eight-year-olds. I was a twelve year old two years ago. I wasn't a perfect, naive lil angel- I was a pun-cracking brat with a penchant for writing. And I didn't call my parents Mommy and Daddy. Sure, I would be scared shitless if I were reaped for the HG (I still would be, actually XD) But I wouldn't be stupid, naive, and sickly sweet.
