Just one little factoid you got wrong if you want to base this on the news: it was an 8.9, not 8.8. You may have done that purposefully and, if so, I apologize.

But on to the review!

A good start for a beginner. You opened it with a hanger of a line: "It was early afternoon when it hit."

Makes you think, "What hit? What happened?" if you had not read the summary and had just been blindly presented the story. Very good descriptive action on Japan/Kiku's PoV. I really like the part at toward the end of that segment with Pochi still barking out his panic.

I also like how you tied that part in with the rest of the Hetalia gang (such as when they start talking about how much Kiku cared for his dog, which you see reflected in the top when he picked him up to help him escape the flooding faster).

A very good start. Not too much detail but just enough-good combo for fanfic format. Also, good work on the grammar and spelling. It's not often a first-timer on here doesn't have some sort of writing issue (mine was overusage of bolding and italics).

Also, nice choice. It's AU but what serious Hetalia fic isn't? I commend you on using that because often, the moment the AU sign is hung on a story, people will shy away from it, thinking the whole thing will be OOC unless the story is specified as Humor or a crackish story. Give you credit for your guts there.
