ok you wrote:

when you say she "had been in the police force when she's 22" you imply that she started out at 22 and since she's worked there for 4 yrs, that makes her 26.
making her 20 when she gave birth. if you really want her to be 16, i suggest rewording that sentence to something like:
Considering Miwako was 22; that would mean that she was sixteen when she had conan. Wow...

Rereading this story and I noticed something that was kind of confusing. In this chapter you say "Considering Miwako was in her twenties and had been in the police force when she was twenty two, that meant that she was sixteen when she had conan." Yet, at another point you say "She luckily hadn't joined the Police Force until four years ago either." The years don't really add up if you are wording it that way because that should make Conan-kun 10 years old with how it is seeing as it is 4 years ago that she was 22 and it says that she had him when she was 16 which is a difference of 6 years. Conan is only 6 though so she should have had him when she was 20 or she was actually 18 when she joined the force. I just thought I would point that out since it doesn't really make much sense.
