There is an issue beyond legality of owning a gun in Britain the issue of a father knowing his youngest daughter has some crazed nutjobs that would want her dead (death eaters hate muggleborns), her father knows they lie beyond normal law enforcement due to magic. A loving father isn't going to let something like legality of guns stop him from trying to protect his little princess via teaching her how to use a gun in case issue came up of not able to use a wand.

Also... wow this shows just how fanatical Hagrid is to Dumbledore and just how ...wrong... Hagrid and those orders were. He really wanted to take Harry from his mother just because Dumbledore said so... okay Dumbledore likely said to bring him Harry no matter who was there, assuming that Lily & James would be dead and likely only Sirius, local magic people getting woken up, ect be there. But still for Hagrid to try to take a baby away from the mother... not a good light there
