Some people must be sorted by precedent.

Ron does not have the work ethic to be in Hufflepuff.
He is not studious enough for Ravenclaw.
Ron's insecurities mean he is not Noble so Gryfindor is iffy.
Ron Weasley does have ambition, is judgemental, so Slytherin might be a good fit.

Ron really does not fit in any House well...
But there is a precedent, other Weasley's have been in Gryfindor!
