I think Valka made a huge mistake sending Hiccup to negotiate the village literally hates him and he has some understandable anger issues with them as well so this negotiation was bound to go extremely poorly. It nearly seemed she didn't think things between them was as bad as they were.

Although I look forward to the confrontation when Valka and Stoick are finally face to face, I can't imagine she would be to happy as a mother the way he's treated their son and even disowned him.
