I don’t normally take the time to review but I felt the story needed it, I know this is old but I just wanted to add my two cents.

So first off the characters feel very lacking in depth. They all have the same generic reactions, for example they know that Harry can do magic and instead of being worried that the capital will try to kidnap him because of it they all just laugh and act like it’s normal. No one has different opinions on it. They all seem to think it’s a great thing and casually mention it to people as if it’s the weather talk.

Secondly there’s no real conflict with his magic, and I don’t mean like fighting I mean the fact that no one seems to think of the possible bad things he could do with it. I mean like in reality if you suddenly figured out your neighbor was like Harry would you not be somewhat freaked out by it?

Third and final point, this story moves too fast and doesn’t really take the time to develop bonds between characters that they somehow develop anyway. Like Katniss seems to like Harry in the beginning of the story but she barely even talks to him. The scenario of her finding him in the forest is weird because she helps him and all of a sudden they’re best friends that share everything with each other. Harry seems to have no problem with trusting random strangers and yet he should have trust issues because of the way he lived his life.

Conclusion? Harry doesn’t fit. He doesn’t fit into the narrative you built. I mean sure the fact that he’s Harry and that katniss found him and helped him develops introduction, but in the end he acts more like an innocent 8 year old who just learned about magic but yet they have the knowledge of a master. What I mean by that is that Harry trusts too easy, he was neglected in his early years by his family and then he was also put through hell during his school years and then immediately thrown into a war against dark wizards and yet somehow despite all this he sits there and immediately assumes that things are normal, he doesn’t once care about the fact that he’s in a strange place surrounded by strange people. Hell he doesn’t even question how he got there.

im at ch. 2 and I'll point out one of the five exceptions to Gamp's Law is food. In the potterverse you can't confure food. You can summon it if you know where it is, you can enlarge them, you can multiply them but you can't make them out of thin air.

I'm making this review to cover multiple chapters so don't be surprised.

Your opening was okay but afterward that went horribly downhill due to what I can only describe as a lack of research into the source materials in order to make your story more authentic and keep up the suspension of disbelief. There are numerous causes for this but my main points cover them I believe.

(1) No clarification of Harry's actual age. In the Hunger Games series, this would be important as those reaped for the games can only be those between the ages of 12 through 18 (The only exception being the 75th Quarter Quell where that part was suspended due to only choosing from the small pool of Victors who are definitely past the 18 age-limit). So my guess is that your Harry must have been transported only a year after Voldemort's defeat.

(2) The next point is related to (1). Harry's abilities (since it would have to be only a year after Voldemort's defeat in order to actually be viable for Harry to participate in the Games). Plus, you clearly didn't do your research as Harry is doing things that are impossible to do with Magic (Conjuring Food being the most blatant example which is a fundamental rule that is mentioned in detail multiple times during their time on Harry, Hermoine, and Ron's time on the run/Horcrux Hunt. The only things you can do with Food is multiplying it, summoning it from elsewhere, or enlarging it.)

Then, there is the whole thing with Harry supposedly being stronger than Voldemort and Dumbledore combined. Which is unrealistic within the timeframe you have established between Voldemort's defeat and Harry's ending up in Panem (1 year). Now if it had been say 10 to 15 years after the fact than that would've been more believable as he'd had more time to develop, master, and expand his repertoire of magical knowledge and abilities. But since your establishing that Harry is still within the age range to participate in the Hunger Games (Age 18) that means he doesn't have that timeframe to gain such power as it's totally unrealistic unless this Harry is from a totally AU timeline (which based on this opening chapter alone doesn't seem like it.)

And then we come to the complete lack of research and thought put into how Harry's abilities could be applied in this situation. As Harry is essentially more powerful than practically anyone in the Hunger Games series and is basically the walking equivalent to a super weapon that nobody has a counter for or could contain with any amount of success due to even his most mundane abilities (such as Apparition) allow him to go and take anyone wherever he pleases without any way to legitimately stop him.

(3) His open usage of Magic in front of essentially mundane people (Muggles seems derogatory so I go with a more neutral term like Mundanes. And the No-Maj thing they did in the F.B.A.W.T.F.T Film just sounded stupid to be honest.) Harry should be more secretive as he would have no idea how they might react to his abilities. (For all he knows they could react like the Dursleys and thing him natural and fear him). Plus there was the distinct lack of reaction from the Everdeen's when he used it in front of them for the first time and where far too accepting to be believable.

I mean a guy you don't know from a hole in the ground comes into your home and suddenly reveals he has magic powers and your not the least bit frightened or wary about what he could possibly do with those powers? And let's not forget that these people live under a repressive regime that forces children to fight for their entertainment and would likely be highly suspicious and wary by nature just in order to survive in the world they live in.

(4) Which brings me to my next point, Harry's reaction to finding out about the games is underwhelming and uncharacteristic to say the least. And thinking that these people are more sadistic than Voldemort is a huge stretch and Harry more realistically would have said that it would be the sort of thing Riddle would have liked and probably would have implemented if he'd thought of it as a way to suppress rebellion against his regime.

(5) Again a lack of forethought and research as Magic doesn't effect electronics that much unless there is an extremely high concentration of Magic within the area or object in question, like Hogwarts which is a magical nexus of sorts and thus causes things like electronics to be interfered with. Magic can be used around electronics just fine unless used directly on it (in which case the electronic bits are removed and replaced with magical counterparts i.e. see the Weasleys Ford Angelia).

Basically put, I believe this fic suffers from a severe lack of research, forethought, and basically laziness to due said research (which wouldn't take all that long to do). And another thing I see is that you completely ignored the reviews that tell you where you went wrong and refused to go back and correct these problems, which highlights a lack of motivation to improve and laziness. It was a good premise but you didn't want to put in the bare minimum of time to research the works you where writing about in order to make your story more consistent which the characters, their abilities and the settings they are in. If you'd done that your fic might not suffer from the problems it has. It just shows the complete lack of forethought or desire to improve. Which is sad cause this could've been much better than it was.
