"Gosh Vali, do you really hate fusing with me that much?"

"Just shut the hell up, Hyoudou! We're the hosts of the Two Heavenly Dragons not ballet dancers. And don't even think about mentioning those stupid Potara Earrings!"

Cao Cao had to give himself credit for not dropping his jaw at the scene of the Welsh Dragon and the Vanishing Dragon arguing. Le Fay continued to smile adorably at the pair, oblivious to Vali's growing temper.

"We don't need fusion to take care of Cao Cao and those monsters Leonardo created, Hyoudou. Just leave it to me."

"What? You mean you're gonna defeat them all by yourself."

"Just watch."

"Vali-sama," Le Fay cheered, "I already told Cao Cao about your surveillance topic."

"Yeah thanks, Le Fay. So now we can get serious."

Crash...

Immediately following Vali's declaration, the ground began to shake violently. Issei widened his eyes as the ground swelled up, leaving a huge crack. He was surprised that he, Vali, Le Fay, and Cao Cao were able to keep their balance.

"Guuuuuuuuuuutz!"

{...What the hell is that?}

"Do you see that, Issei?" Le Fay asked.

How could he not?

It was a massive creature composed of inorganic material, seemingly more durable than stone or rock.

"It's Gogz-kun!" Le Fay cheered.

"What?" Issei asked.

"Gogmagog, Hyoudou," Vali clarified, "One of the strongest members of our team."

"Well what is he?"

"Something like a gargoyle that was placed in the Dimensional Gap. A mass-produced weapon of destruction created by ancient gods."

"How on Earth did you find him? Wait, you said in the Dimensional Gap?"

"Yes," Le Fay answered, "it was Vali-sama who detected Gogz-kun's existence. Ophis-sama once mentioned discovering this giant that could move in the Dimensional Gap, so we went there again to search for it."

{Huh. So many things to find within the depths of the Dimensional Gap.}

"Vali, who else is on your team...?"

"Now's not the time, Hyoudou!" Vali said as he looked up at Gogmagog.

The golem suddenly raised its giant fists at Cao Cao and Leonardo and roared at them. He then raised his power and smashed the location of Togetsukyou in one hit.

The gargoyle's attack slaughtered massive numbers of the monsters Leonardo had created, while Cao Cao and the former hid to the other side of the river.

"Hahahaha! Looks like Vali's angry!" Cao Cao cackled as he pointed his spear at the golem.

"Extend!"

The tip of the spear suddenly extended, and pierced the golem by the shoulder. Gogmazog reeled from the impact and lost his balance, falling onto the ground. A huge shockwave was accompanied from the fall.

'Man! That really is a powerful sword. You weren't joking, Ddraig.'

{Partner, when do I ever joke?}

Before Issei could answer the Welsh Dragon's witty response, he looked up to see a silver-haired woman shaking and staggering ahead.

"...Who the hell is that?" Vali asked, his question directed towards Issei.

"Rossweisse-san?!" Issei exclaimed.

"...Hey. Itsh sssooo noisshy people can't ssssleep (hic!) properly here!"

Issei and Vali looked at one another in confusion, and even spared a puzzled look with Cao Cao, who rose his eyebrow in wonder.

"Vali, we have to help her!"

"Humph. She's not my problem, Hyoudou. Look at her, she's drunk! I can smell the alcohol on her breath and we're nowhere even near her!"

"Vali-"

"Whatssh the matter? You want a fight? Sho! I'll ssshhhow y'all the power of old man Odin's former bodyguard valkyrie!"

At the sound of Rosseweisse's drunken words, Issei and Vali turned around and widened their eyes at the sight. A large number of magic circles manifested around Rossweisse, spiraling with power.

"How many circles are there?" Issei asked.

"I don't know, but there's more than twenty." Vali answered.

"Tassste my Norssssh magic which countersssss all attributessss, all fairiessss, and all divine exisssstencessss!"

From the large number of magic circles, massive beams of energy which filled the sky, changed their trajectories, and finally fell upon Cao Cao and Leonardo like a heavy rainstorm. Fire, light, water, thunder decimated artifacts without a trace.

{Hmm. She seems extremely powerful for a Valkyrie.}

Suddenly, a formless mist appeared, blocking the magic attacks from targeting Cao Cao and Leonardo. A youth wearing a uniform with a feathered cape produced more mist, rendering him safe.

"Hey!" Issei called out, "Who are you?!"

"Welsh Dragon Issei Hyoudou! And Vanishing Dragon Vali Lucfier!" Cao Cao declared, "It would seem that we have underestimated you two! But rest assured, we won't make a mistake like that again!"

"Just what are you planning, Cao Cao?"

Flashing a dark smile, Cao Cao pointed at Issei.

"Tonight we will be using Kyoto's special leylines and the Kyuubi leader, and turn Nijou Castle into a great massive experiment! In order to stop us, please come and participate!"

The mist thickened and spread to the chests and approached our faces of Issei and Vali. Immediately, the Welsh Dragon and the Vanishing Dragon were back at the crowded streets next to Togetsukyou.


"Humph," Vali huffed, "Everything's still intact."

Issei narrowed his eyes as he looked around surroundings.

"Hey. Where's Le Fay and that monster you guys had?"

"I told her to report to our original headquarters."

"...Mother. Mother didn't do anything... but why..."

Issei widened his eyes as he heard the small voice of Kunou. He turned his head to the side and saw the child weeping. His eyes softening, Issei walked over to her and stroked her head softly. Not even Vali could suppress his worried gaze.

"Issei Hyoudou. Vali."

The Welsh Dragon and the Vanishing Dragon turned to see Azazel, who was holding a unconscious Rossweisse.

"I think we need to talk."


Issei's Room

Azazel glanced at the members of the room, which consisted of Issei, Vali, the Occult Research Club, and the Student Council. In front of the Fallen Angel was a map of the entire Kyoto area.

"So from what Issei, Vali, and I have seen, we need to make up a strategy, so let's start explaining our battle plan. The area centre around Nijou Castle and Kyoto station is now in a state of high alert. All devils and fallen angels stationed in Kyoto have been mobilized to search for suspicious characters. The Kyoto youkai are also providing us with assistance. Though we still haven't confirmed the movements of the Heroes Faction, we have successfully detected an ominous presence concentrating at Nijou Castle as the centre."

"An ominous presence?" Kiba asked Azazel.

"Yes, from ancient times, Kyoto was a city constructed using the principles of Yin Yang and Feng Shui like a large-scale magic circle. As a result, there are many special power spots, like Seimei Shrine's Seimei Well, Suzumushi Temple's Kofuku-Jizo, Fushimi Inari's pine tree Hizamatsu-san and others. Muttering an apology towards Vali, Saji wiped his mouth and looked over to Azazel.

"No idea, but definitely not something good. Since they plan on using the kyuubi leader who controls the ley-lines of this city to carry out some kind of experiment. We will use this key point as the basis of the entire plan."

Issei narrowed his eyes as he lowered his eyes to think.

"First are the Sitri servants," Azazel began, "You will be on guard in the area around Kyoto station. Guarding this hotel is also your job. The hotel itself already has a strengthened barrier, so if anything happens there will be a safeguard. Still if anyone suspicious approaches, you Sitri servants will be responsible for handling them."

"Understood!" The Sitri group replied.

"Next is the Gremory group. I'm really sorry for putting you all on the spot every time, but you guys will be the main offence. In a short while, you will advance towards Nijou Castle. To be honest, the number of opponents and their powers are still unclear at this point. It could very well turn out to be a dangerous gamble. Your first priority is to rescue Yasaka-hime. Once you succeed, pull out immediately. After all, they have already announced they are using Yasaka-hime for an experiment. Still, there is a high chance that it was just a bluff, though with Cao Cao's attitude it could very well be true. Perhaps this was the reason why he was so eager to have us involved."

"Hyoudou and I should be enough to handle them." Vali boasted, "I don't see what's the point of making this plan, Azazel."

"Oh, I have faith in you and Issei, Vali. Don't worry." Azazel replied, "But we do have some bad news. In our possession, we only have three portions of Phoenix Tears."

Saji widened his eyes again and almost did a spit take, before Vali glared at him. Swallowing his drink, Saji took a deep breath and exclaimed,

"Only three portions?! That is totally not enough?! And our enemies are terrorists!"

"Yes, I understand. But the Phoenix tears have been in great demand. All the strategic strongholds of the various factions have less than ideal supplies. From the very beginning, tears were never something that could be mass-produced easily. The Phoenix family has been extremely busy. What was originally a valuable commodity has become even more precious with jacked up prices."

{Hmm. That's a shame.}

Ignoring Ddraig's amused yet indifferent tone, Issei looked up as Azazel straightened himself.

"So that's the situation. These tears will be divided to give two portions to the main offence, the Gremory team. One for the Sitri. Please use them with care."

He then looked over to Saji.

"Saji, you will fight along with the Gremory servants."

"M-me?" He asked.

"...It's because of the Dragon King, isn't it?" Vali guessed.

"Yes, that is correct." Azazel answered, "Vritra, the Dragon King state will be very useful. The black flames can seal the movements of enemies as well as absorb their power."

Issei widened his eyes at the information.

'I didn't know he had a Dragon sealed inside him!'

{You didn't? I could have sworn I told you that.}

"That, that's not a problem. But I will easily lose my consciousness and go out of control in that state." Saji admitted.

Azazel sent his eyes towards Issei and Vali, who rose eyebrows in response. The Fallen Angel then smiled.

"No problem. Issei and Vali will help you with your Dragon."

"...What?" Vali questioned.

"What about Rias-senpai and the rest?" Issei asked Azazel.

Kiba was here with them, but the rest of the Occult Research Club weren't, and Issei knew that.

"Yes, I wanted to tell them... But it looks like the time is not right for now. They are currently back in Gremory territory. There are reports of riots in some city located within Gremory territory. They have most likely gone to handle that."

The Fallen Angel then clapped his hands once.

"So these are the plans I proposed. I will also search for those terrorists directly from the skies. So everyone will be taking their positions in one hour. If you find anything suspicious, report to one another immediately. And try not to die. Until the moment you get home, a school trip is still a school trip. We will protect Kyoto with our lives. Understood?"


Lobby

"Well that was a great meeting." Vali said sarcastically.

"We just have to be careful." Issei stated.

"Hey. Ise, Vali, come over here."

The Welsh Dragon and the Vanishing Dragon turned to see Azazel walking towards them. The Fallen Angel smiled as he took out a crimson jewel from his pocket.

"It was just now. There was molester incident just outside the hotel. I happened to be on scene, so I beat up the guy who wanted to fondle women's breasts. And then this thing came out from his body. I was thinking if it could be..."

"A jewel from a molester's body?" Vali repeated, "Why the hell are you giving it to Hyoudou?"

"Yeah, I have to agree with Vali."

{Hey, partner. Do you remember what that jewel is?}

Issei squinted as he peered at the jewel, trying to remember.

{You should, because this came from the box and escaped from your body during the bullet train ride.}

"...Oh yeah it is!"

"Just as I thought. We analysed this jewel and found within it your energy." Azazel nodded.

Azazel gave the jewel to Issei, and the latter held it out to look at it closely.

{Yes, no mistake about it. I can feel our pulse from it. No, wait... What is this?}

'What's up Ddraig?'

Issei widened his eyes at Ddraig's words.

Vali blinked several times as he stared at Issei, who moved the jewel away from his face.

"Hey Welsh Dragon," The descendant of Lucifer began, "What's the situation with this jewel?"

{...No idea. Power is definitely stronger... But, but power gained from touching the chest of various people in this city, this...is just strange. So partner, have you finally begun to notice the girls trying to jump you?}

"Took you long enough to notice." Vali muttered.

"That doesn't matter," Rossweisse uttered moodily, "Now Ise-kun has to find a way to compensate all these victims who became arrested."

"B-but I didn't mean to make the jewel that way!" Issei exclaimed

"Don't worry," Azazel began, "I will think of a way. But I wonder if Ise's potential is trying to gather some kind of special power? For example, Ise's body contains something other than Dragon power, perhaps something like 'breast power'?"

'But the Being, or I guess I could call him the other Great Red, likes motorcycles!'

{Humph. If you think about it partner, the Being might be 'trolling' you again, messing with your power.}

Uhhhh...I feel like vomiting..." Rossweisse groaned.

"Are you ok, Rossweisse-san?" Issei asked.

"Don't feel sorry for her Hyoudou," Vali said as he crossed his arms, "Getting all drunk and out of control, and vomiting non-stop back at the hotel. You're not in any position to lecture others, Valkyrie."

Glaring at Vali, Rossweisse muttered some unintelligible words and got up from her seat.

"...Let me go to the washroom."

"...The vomiting Valkyrie," Azazel quipped, "Anyway, as the owner, why don't you hold on to that jewel, Ise. Who knows if its power might leak for some reason or other."

"For some reason, I don't think I want that power to leak out." Vali grimaced.

"Neither do I." Issei admitted.

Wanting to get off the subject, Issei turned to look at Azazel.

"Hey. What kind of person is Cao Cao? I mean, the one in Records of the Three Kingdoms."

"So, how do you interpret him?"

"...I don't really have a lot of knowledge about that kind of stuff."

"He was Liu Bei's opponent, Hyoudou," Vali answered, "A villain."

"Though the real Cao Cao did kill many innocents," Azazel began, "He is responsible for important political developments, and his most important feature is gathering and developing human talent."

"Talent?" Issei asked.

"Yes. No matter their family background, Cao Cao would use anyone as long as they were capable. Due to this, the state of Wei became a strong meritocracy. The Heroes faction's Cao Cao has also set his eyes on gathering talent, but ironically, with strong prejudice. It is reported that he recruited all sorts of special ability users. However, the current Cao Cao differs from his ancestor in his focus on humans. With neither devils nor angels under him, he gathers all kinds of talent, but limited to humans only. "Shut the hell up, Azazel!" Vali shouted.
