She was the one who kissed him first. She wasn't shy. It wasn't her first rodeo, and it was just a quick peck. But she herself wasn't sure of her own intent. Did she truly want to kiss him? Or did she just want to see how he would react? Sort of as a gauge to see where she stood, in case she decided he was worth pursuing.
What happened was he just stood there, bug-eyed, cheeks redder than she'd ever seen them before. He didn't say anything. He even forgot to blink. So she turned around and left. Maybe this was a mistake. She'd just pretend this never happened. This was just a test.
She also initiated the second kiss. This happened after she found out the truth about seven years ago, after the near-apocalypse and her own death and revival. If there was anything she learned from the uncertainty of life, it was that she wanted him to know she found him worth pursuing.
She let the kiss linger longer, before pulling away to look him in the eye. His cheeks still turned red, but she could feel his hands resting on her waist. She leaned forward to pick up where she left, and this time she could feel him kissing her back, if only timidly.
The third kiss wasn't purely her doing. They were on a real date, being surrounded by other people and doing things normal couples would do on a date for a change. When the sky was getting darker, they found a bench in a secluded area. They both knew what was going to take place here.
Even from where she was sitting, she could hear his heart racing. She reached for his hands, clammy with sweat, and squeezed them, then closed her eyes and puckered up. She waited until she felt his lips brush against hers, tentatively at first, and more forceful as all nerves disappeared.
And this is a story of how Videl realized there was no way she could keep count of all the kisses she would share with Gohan for the rest of their lives.
