The Fox And The Neko Part 5 Getting Answers & Getting Down To Business

A/N: Hey everyone time for another update, now this chapter as you can tell has two goals one is answers and this is Tsunade and Shizune finding out how Yūgao really feels about Naruto. The other part is about Naruto starting up his plans for the poorer parts of Konohagakure.

Now other people will find out about Naruto and Yūgao yet, but they will eventually.

After leaving Naruto's house Tsunade tracked down Yūgao, Yūgao was obviously still embarrassed about being found out especially by Lady Tsunade of all people, she knows how close she is to Naruto but if she demands she stop seeing Naruto then she's tell her to go to hell.

Yūgao follows Tsunade as she leads her back to her house she knows Tsunade will be angry she's older than Naruto by 10 years afterall, but age doesn't matter to either her or Naruto.

Once Tsunade arrives at the house she opens the door and motions for Yūgao to step inside once she does she sees Shizune, Shizune herself was shocked seeing Yūgao here when she looks at Tsunade she sees a lot of emotions in her facial expressions.

Shizune just waits, at first Tsunade just paces around the room and Shizune has no idea what's going on, she's about to say something when Tsunade finally speaks.

She looks at Yūgao "What are your intentions for Naruto, Yūgao Uzuki, Naruto is like a son to me I know he's had problems with women Sakura and Hinata caused problems for him, but your ANBU, you protect him you don't sleep with him."

Shizune is shocked hearing Tsunade talk but the last sentence shocked her the most, she turns to Yūgao, she expects her to be blushing but Yūgao actually seems to be angry. She's not the only one so is Tsunade and Shizune herself is quite angry Naruto is like a little brother to her and Yūgao's obviously older than him by several years maybe even a decade.

Yūgao looks at both Shizune who's showing mixed emotions, shock, and anger. She then looks at Tsunade who's looking straight back at her. Yūgao shakes her head.

Yūgao rubs her eyes still quite tired, she did only just wake up when she saw Tsunade. She looks at Tsunade again before speaking, "You know that I when Naruto was younger I was on his protection detail, I've always had a soft spot for him, I was never like most of the village who saw Naruto as the Kyūbi or a demon or anything like that, I saw Naruto for who he really is."

She sighs "Naruto was an innocent child who had a village hate him for something he'd never even done it was the damn Kyūbi that killed people, not Naruto, he was innocent but did these deluded villagers see that no they didn't they were ruled by fear, so they lashed out and started hurting an innocent boy."

She looks at both Tsunade and Shizune who are quiet "Lord third asked a group of ANBU to look after Naruto as much as we could, we had other missions so it wasn't always possible to guard him 24/7 plus the other ANBU were like the villagers so barely stopped the villagers from hurting Naruto only stopping them from anything sick like rape or outright killing him and believe me they tried."

"Only myself, Inu which was Kakashi-senpai, and Weasel which was Itachi cared for Naruto-kun, I knew who his parents were, and I knew they'd be rolling in there graves seeing what the village did to there baby boy.

She looks at Tsunade and Shizune who are quiet and she snaps "I've watched Naruto grow from being a boy to a young man to a hero to a leader, I've seen him at his best and worst, your apprentice thought she knew Naruto but she never did, I knew him better than anyone, I admit once he returned from his training trip I gained a small crush on him, he'd changed grown taller had some decent skills, yes he was still a loudmouth but that's Naruto-kun for you."

"I also admit that after he became a Genin I didn't keep in contact anymore he didn't need me anymore, What I found out yesterday evening was that the first person Naruto-kun had a crush on was not Sakura Haruno but me, he called me his Guardian Cat instead of Guardian Angel, I'm sure you can figure out why."

"Naruto has been hurt more than once by Sakura, on more than one occasion I wanted to snap her filthy neck for hurting Naruto for no reason other than her own personal satisfaction, she used to claim that Naruto was getting in the way of her getting with Sasuke, well who was the deluded one because that little parasite Uchiha cared about nothing but himself and killing his brother."

"Over time I saw her change when that little shit betrayed the village she took her training seriously and became a hell of a Kunoichi under yourself Lady Tsunade, her reasons I think were Bullshit though, she may have changed some when Naruto-kun returned but she still, had her moments of hitting Naruto for no god damn reason."

She punches the cushion "What fucking right did she have to lay a finger on Naruto-kun, all she's ever done to Naruto is cause him pain, time and time again, manipulating him playing with his feelings confessing to him which was Bullshit."

"She saved his life by manually pumping his heart and I'm thankful she did, but I'm glad she didn't get with Naruto because he deserved better then her, of course she had the nerve to say to Naruto-kun, that his feelings for her were fake, FAKE, is she fucking stupid anyone in the village could tell he was in love with her and yet she had the nerve to throw it in his face."

Yūgao stands up "Then we have the Hyūga, a girl who stalked him for years never once befriending him what a load of bullshit, they never even had a fucking conversation in the academy, then she claims she has feelings for him and during the Pein attack she confessed to him, in the middle of a fucking battle with at the time Naruto-kun's hardest opponent and she almost died, and Naruto lost control of the Kyūbi."

"Naruto told me that he wasn't really broken up about Hinata moving on because he didn't really have feelings for him, but all this means nothing, I love Naruto-kun, I have for a while, and he loves me, I never thought I'd ever find someone better than Hayate-kun, but I was wrong, I did, Naruto-kun, is an amazing ninja, he's got a heart of gold, has a silver tongue and is probably one of the best ninjas Konohagakure's ever produced."

"Naruto-kun, doesn't care about the age difference, he loves me and confessed to me that he did, I was shocked because we had an argument about the CRA bullshit."

She looks at Tsunade "What we did last night was it to fast yes, probably, did we let our hormones get the best of us, yes we did, do I regret anything HELL NO, I love Naruto-kun, and I don't give a damn what either of you think to hell with you and to hell with the council."

Tsunade and Shizune are speechless they both had bog speeches to say on the matter but what Yūgao said kind of answered everything. Tsunade loves Naruto like a son, Yūgao's was one of her best ANBU when she was the Hokage.

She wants Naruto to be happy, now she actually feels guilty she told Naruto she wouldn't do anything and she lied to him because she wanted to know the truth and now she does.

She can see it in Yūgao's eyes she loves Naruto, she looks first at Shizune and then Yūgao "You can go Yūgao, I know you won't hurt him don't prove me wrong, I love Naruto like a son, and he's been hurt enough."

Shizune looks at Tsunade in shock she wanted to get answers from Yūgao also but Tsunade let her go, Yūgao looks at Tsunade and Shizune "Good day to the both of you."

Once Yūgao's gone Shizune turns to Tsunade "They slept together, I didn't even know they were close."

Tsunade sighs "They were didn't you hear Yūgao said they lost touch with each other, I was being to protective of Naruto-kun, he's like a son to me, I don't want him getting hurt, but she won't hurt him, I can see it in her eyes, I just hope Naruto doesn't find out I brought her here he won't be happy."

Shizune nods "I don't like what she said about Sakura though."

Tsunade groans "Honestly, Sakura back then was a terrible Kunoichi, I took a gamble on her and it paid off, she is a great Kunoichi she'll surpass me soon enough, I love Sakura like a daughter but I admit there were times when I wanted to beat the shit of her for what she put Naruto through."

Shizune says nothing to that Tsunade pulls out a class of Sake, and takes a drink "I admit when I heard about what she said about Naruto's feelings for her being fake I was angry, was she blind of something, but she made her choice just as Hinata did and Yūgao even mentioned that he wasn't really saddened about Hinata moving on, Naruto loves her and I can tell Yūgao loves him, to hell with the council, if there happy then that's good enough for me."

Shizune just nods "I understand milady, I was just surprised he couldn't find someone his own age, but like you said I can see by her words that she loves Naruto-kun."

Tsunade nods "Well, now I have to go the hospital and then talk to Naruto later."

Shizune looks at Tsunade, "Are you going to tell him about talking with Yūgao."

Tsunade sighs, "Unless he mentions it no I won't but I won't lie to him either."

Meanwhile, Naruto's in his office for a while he was doing paperwork, now he's looking over the reports his clones have gave him on the status of the poorer parts of Konoha, all this information doesn't sit well with him.

When Yūgao arrived he noticed she was quite angry, she agreed to tell him about the reason later, after that he sent her on a mission for him to find out what buildings have been built since Naruto was born.

Yūgao knows what to look for so for the most part just skimmed through everything, it would take a while though, she's proud of Naruto, he's grown up so much since he was younger and pranking everyone.

Hours later Naruto's once again doing paperwork after lunch, visiting Ichiraku's was nice although awkward though because he can't really eat in peace anymore but it wasn't to bad.

As he's doing the paperwork, Yūgao returns so he looks up, "So what did you find out Yūgao-chan."

She places down the report in front of Naruto "Well, after looking through the reports it seems there has not been any refurbishments in several years, if I had to guess, I'd say that the richer people are only thinking of themselves, it happens Naruto-kun."

Naruto rubs the bridge on his nose "I know, but I'm surprised that not even Tsunade tried anything."

Before Yūgao can answer there's a knock at the door and Tsunade enters the room. Naruto and Yūgao look at her, Tsunade notices there talking and wonders if she told Naruto.

"Good afternoon Naruto-kun, I've heard you wanted to talk to me, and I have to talk to you about something's also."

Naruto nods "Well, what is it you would like to talk to me about."

Tsunade takes a seat she's surprised that Yūgao hasn't moved from beside Naruto but that's OK "Well there are several things actually firstly I would like to once again partition for more people to be trained as Medics, it was tough during the war with lack of capable medics."

Naruto places his hands on the desk "Go on, what are you asking exactly."

Tsunade smiles "I would like for you to change some of the curriculum at the academy to give anyone who's interested in becoming a medic is given the chance."

Naruto at first says nothing "If I remember correctly you asked for this before you left Konoha years ago, I'm guessing you want me to endorse this scheme, why was it declined last time."

Tsunade sighs "Sensei believed that it wasn't necessary, but since then there's been a war, I think if you bring this up during a council meeting it would be put through, you would have backing from not only myself, but also Ino as she's on the council as the Yamanaka representative."

Naruto rubs his chin "We can do that, in the next council meeting, I have also heard that the representative of the Academy is retiring, I'd like to request Iruka Umino replaces him, this would also give us another backer."

Tsunade nods at his logic, "That is good Fudō Nakano was a follower and close friend of Danzō, If I had to guess I'd say it was him changing the final test that stopped you from becoming a Genin, I have heard Lee can't mould Chakra but yet he graduated."

Naruto sighs "That doesn't surprise me actually, I do have another suggestion, though and that is giving anyone that's already a Ninja can be trained as a Medic-nin."

Tsunade, smiles "That is a good idea, giving anyone the option to be trained as a medic will be helpful, I don't think every team will have a medic, but at least one member should know the basics, especially in the future."

Naruto also smiles "It would be good if for the next generation that someone in the team is a medic, now is there anything else."

Tsunade sighs "Well, there is and it regards the CRA, you know it won't go away, they are not aware your dating Mrs Uzuki, so they will bring it up, but I have an idea to get them to drop the subject."

Naruto shakes his head as this is a common discussion every council meeting, "What is your suggestion."

Tsunade sighs "Naruto, I know that we held back who your parents were for a reason, to protect you and because we wasn't convinced that you wouldn't try to get special treatment, but I knew better, I know your not like that, but the elders wouldn't allow you to know until you became a Jōnin."

Before Naruto can speak Yūgao does "So pretty much never then, we all know the way the village treated Naruto, now he's a hero things are different but can you really tell Naruto that he would have been promoted, if there was never a war would Naruto have been promoted or even become the Hokage he is now."

Tsunade looks at Yūgao, and just by what she said knows she cares about Naruto she then looks at Naruto "I can't give you an answer, I would have pushed for it and it may have been granted but I can't with 100% certainly say it would, the elders and Danzō had most of the council wrapped around there fingers."

Naruto looks at Yūgao then Tsunade "That wasn't your suggestion so what is it."

Tsunade bites her lip "Naruto-kun, there is another big secret and that is about your clan, now before you say anything let me finish, your mother Kushina, was from the Uzumaki Clan, as was my grandmother Mito Uzumaki, now I'm sorry to say that your Clan is no more, before the start of the Second Great Ninja War, they targeted Uzushiogakure."

"Uzushiogakure was a Hidden Village like this one called the Hidden Whirlpool Village, it was it's own island, the only real Clan on the village was the Uzumaki Clan, your Mother was only 6-Years-Old, when she came to Konoha, now, my suggestion, is use the fact that your Clan, isn't from Konohagakure, as the reason that you can't be placed in the CRA."

"Of course that also means talking to the Daimyō, I do remember that he was a friend to your father, so I think he will back my suggestion and once he does, the option will be yours and yours alone, and now your with Yūgao, I can guess you won't want anyone else."

Naruto hasn't said a word this is quite a shock for him, he's from a Clan, it's hard to believe plus the Clan was targeted "Do you know who attacked Uzushiogakure."

Tsunade cringes "Do you really want to know."

Naruto raises an eyebrow "I'm guessing whoever it was are now allies or something."

Tsunade nods "It was Iwagakure, Kumogakure, Kirigakure, Amegakure, and Kusagakure."

This shocks not only Naruto but Yūgao, Naruto sighs "I admit five villages attacking Uzushiogakure makes me both angry and sad, but Three of the villages are now allies, and I can't let my own sadness effect our alliance, but yes I agree using the fact that my Clan is from Uzushiogakure and not Konohagakure should get them off my back."

Tsunade smiles "I want you to be happy I know that this stressed you out, so what is it you wanted to talk to me about."

Naruto looks at Yūgao then back to Tsunade, "Tell me, do you know the situation on the poorer parts of Konoha, have you walked through there, and seen what I have, I'll tell you there were no Medical Centres, or clinics there, the houses are run down."

"There are several Orphanages there, 5 to be exact four of them are normal well it's a tough fit but they manage, but the fifth one is a problem and I was appalled when I found out what I did."

He picks up a file from his clone and passes it to Tsunade "Take a look, my clone found this out."

Tsunade knows that Konoha's not perfect, so the report can't be so bad she picks up the file and opens it and starts reading it, it's quite a detailed report she's impressed but it's worrying she places down the file "Is this report accurate a house that is supposed to be for a family of six has one Matron, and 200 Children."

Naruto nods "Yes the report is accurate, now I have to ask have you even looked into it and tried to help them, now read this report."

He once again passes Tsunade another report and she takes a look what she reads shocks even her she places the report down "This is hard to believe, everyone is allowed to visit the hospital if needed, if they don't have enough money there allowed to pay what they can, so to read that this isn't the case worries me."

Naruto looks up "I have bought a vacant building and converted it into clinic, although I only have basic medical skills, so all I can do is bandage people, and give them tablets to relieve pain."

Tsunade looks shocked "Naruto, why didn't you tell me, I'm proud that your trying to help, but you need a Medical person to give Medication."

Naruto nods "I know, I have read up dosages and such, I plan to help the poorer parts of Konoha, they like everyone else are human beings they are all Children of the Hokage, and It's my responsibility to help them all, that is why I asked if you tried to help them."

Tsunade is speechless "I have tried to do all I can, my first job was to rebuild after the Invasion by Orochimaru, then again from Pein, I'm saddened to say that my eyes were not on all of Konoha, as they should have been like you say every citizen of Konoha are the children of Konoha."

Naruto sighs "I understand, Tsunade, I don't blame you, like you said you had to twice rebuilt from attacks, so I don't blame you, now I want to ask the council to assist me in rebuilding Konoha's poor districts, if they don't I will use my own money, as one of my advisor what do you suggest they will do."

Tsunade again is shocked "This is an ambitious plan Naruto, there are several clans that will not lift a finger to assist the poorer districts, if you ask the council, I fear it would be a waste of time but there's always hope."

Naruto nods and stands up and faces the window "I will bring up this topic in the next council meeting, but for now I want you to follow me."

Tsunade just nods and follows Naruto and Yūgao she follows them into the Poorer Districts, and what she sees shocks her the buildings are in poor condition, but they seem to love Naruto, and he talks to them normally often asking how there families are doing, this feels Tsunade with pride.

After talking he leads her first to the Orphanage he mentioned seeing it in person causes her to sigh in sadness, she shakes her head, she will help Naruto in his ambitions it's the right thing to do.

Naruto looks at her "What do you think, there's no room to move, one Matron to help 200 kids, is tougher then ever."

Tsunade looks at the Orphanage then Naruto "Well, I have a temporary solution, why not bring Captain Yamato to build a house big enough for them all, also the Matron can get some assistance to assist with the Kids."

Naruto smiles "That is a good idea." He turns to Yūgao, create a clone and send it to find Captain Yamato, then bring him here."

Yūgao does as asked and the clone Shunshin's away while there waiting Naruto asks the Matron to bring all the kids outside, once they come out they see Tsunade, and they all talk to her, Tsunade just smiles and talks to them asking how there doing today.

While this is happening Naruto and Yūgao are watching her "I'm guessing by the glare when Tsunade entered that something's happened after you left is that what caused you to be angry when you arrived earlier."

Yūgao nods "Yes she told me to follow her and she wanted to know my intentions."

Naruto shakes his head "I see, I'm kind of angry but she is very protective of me."

Yūgao smiles "I know, she loves you like a son or Grandson, as her Grandmother was an Uzumaki do you think it's possible that your actually related."

Naruto turns to her "It's possible."

As there talking a little girl walks up to Naruto and tugs on his Trousers "Naruto-sama."

Naruto looks down "Oh hello Kiki, I was wondering where you were." He then notices her arm "What did you do this time Kiki."

Kiki blushes "I fell on my arm it really hurts."

Tsunade who looks over to Naruto and Yūgao sees the girl and notices she's crying and holding her arm so walks over "Naruto, who is this adorable little Girl."

Naruto smiles "This is Kiki, she's always getting into trouble."

Kiki grins "I want to become a Ninja but momma says that we have no money to send me there."

Naruto and Tsunade look shocked Naruto turns to Tsunade "Isn't the Academy open to everyone."

Tsunade nods "Yes, it seems once again there are some liberties exempting people from entering." She then looks at Kiki, "Hello Kiki, did you hurt your arm."

Kiki nods "I fell over my arm hurts."

Tsunade smiles "Your very brave Kiki, let me have a look and I'll make it all better."

Kiki pulls up the sleeve on her t-shirt and Tsunade takes a look it's quite bruised and Tsunade quickly gets to work and after a minute it's all healed up.

She then looks at Naruto "Naruto can you take me to the Clinic you have, Kiki, needs a bandage on her arm."

Tsunade picks up Kiki and places her on her hip, before they move Yūgao's clone arrives with Captain Yamato.

Naruto smiles seeing Yamato "Ah, Yamato, glad your here, I'd like you to use your Mokuton: Shichūka No Jutsu (Wood Release: Four-Pillar House Technique) to build a house."

Tsunade takes over "It needs to be big enough for 200 Children and at least 5 adults."

Yamato nods "Understood, its for all these kids where did they live before."

Tsunade points behind him and he looks over his shoulder he looks at the rundown house "Lady Tsunade are you telling me they all lived in there it's unsafe."

Tsunade nods "That's why I'm asking you to make a House for them all temporary of course until Naruto gets some houses built and an Orphanage big enough for all these kids."

Yamato nods "Understood Lady Tsunade, Lord Hokage."

Naruto then nods "I'll keep a clone here to assist you."

Then he Yūgao, and Tsunade holding Kiki head to the Clinic, it doesn't take long, once they enter Tsunade looks around she's impressed it's clean, Naruto smiles "Trust me Tsunade, I've been in Hospital enough to know that Cleanliness is key."

Tsunade smiles and they look through the rooms there's actually three rooms used for treating people, Tsunade takes over for two of Naruto's clones when she sees that there's injuries he's not trained for.

Naruto's actually surprised when she teacher one of his clones the Shōsen No Jutsu (Mystical Palm Technique), Naruto just smiles it's always good to learn something new and the first thing he's learning from Tsunade.

Sakura did tell him years ago that he couldn't learn it because his Chakra Control was abysmal but now it's good enough for him to learn it and it's all good for him when he trains he won't need to go to the hospital he can heal himself.

Once Tsunade's finished taking care of the injuries to much for Naruto she returns to Kiki and wraps a bandage around her arm. After that Kiki just sits there and watches.

Just then the door opens and a man rushes in "Naruto-sama, I have a problem."

Naruto, Yūgao and Tsunade turn to him Naruto smiles "Oh Katzuki-san, nice to see you what's the emergency."

Katzuki bites his lip "Don't get mad Naruto-sama, but it's my wife."

Naruto raises an eyebrow "How is Keito-chan."

Katzuki scratches his head "Well, Keito-chan's pregnant."

Naruto smiles "That's amazing how far along is she."

Katzuki once again bites his lip "Well, she's in labour."

Naruto looks shocked "You mean right now."

Tsunade steps forward "Where is she Mr Katzuki-san."

Katzuki looks at her "Lady Tsunade, well, my brothers bringing her hear they should be here in a few moments."

Just then they hear the sound of a women screaming so they head outside and Tsunade walks over to Keito and helps her inside she helps her into one of the rooms with Kiki following, she then tells Kiki to get Yūgao to bring Shizune, and Ino but to get all they;ll need to bring a baby into the world.

She'd ask for Sakura but she's on a mission with Sasuke and Sai plus bringing Sakura here knowing how Naruto's avoiding her and Yūgao's opinion of her things could get awkward.

Kiki runs out "Tsunade asks to get someone to bring Shizune and Ino."

Once again Yūgao summons another clone and the clone vanishes, Yūgao, then starts to assist Tsunade. Naruto, waits for Shizune and Ino to arrive, and five minutes later they arrive not that there aware why there in the poor part of Konoha, once they see Naruto there even more confused.

Shizune looks at Naruto "Naruto-kun, what are you doing here."

Naruto doesn't answer her he just walks away and they follow, once he enters a room they both see Tsunade, and the pregnant woman, so they get straight to work.

Naruto stands there until Kiki wants to be lifted so he picks her up "Naruto-sama, is Mrs Sakedo going to be OK, she seems to be in pain, did she fall over like me."

Naruto chuckles "No, Kiki-chan, Keito-chan's having a baby."

Kiki looks shocked "Really, so where's the baby."

Naruto grins "Hiding right now, the baby will be here soon though."

Ino looks behind her and grins at Naruto holding the little girl she seems so cute, and Naruto holding her makes it seem like she's his kid, not that she looks anything like Naruto, she hasn't seen Naruto since that party, it's nice to see him.

They get another surprise when two other people enter the Clinic, Naruto turns around and sees his other advisor Shikamaru Nara and Chōji Akimichi, Naruto's surprised to see them.

Kiki sees them "His hair looks like a Pineapple."

Naruto smiles "Of course, Kiki, it's Mr Pineapple head, Shikamaru Nara, and his sidekick Chōji Akimichi."

Shikamaru rolls his eyes and Chōji laughs then Shikamaru looks around "Care to tell me what the hell is going on and why you're here."

Before Naruto can answer they all hear the sound of a baby crying. Chōji looks at Naruto "Was that a baby crying."

Kiki nods "Mrs Sakedo had her baby."

Just then Ino comes out "Oh hey guys."

Shikamaru raises an eyebrow "Are you going to tell me what's going on."
