A/N: So, another Chapter of WASIDR has landed. There are to many new reviews to get to them all so let's hit the highlights.

Stylo1: Thanks for bringing up the ANKO's seal thing. I will clarify in the future but there is a solid reason probably be a few more chapters before we get there though. I know the chakra charka thing is a problem. For a while Microsoft Word was correcting it to that. Apparently, charka is an Asian threat spinning wheel. Fix will be coming.

Clearhorse: I think so?!

Lara5170: Harem is set and Shion did not make the cut. I have been toying around with a one-shot idea involving her but nothing concrete.

Dragon Man 180: Its part of his personal growth. Knowledge is no substitute for experience.

Spaceman89: Why? Because I can and want to. If you don't like it there are two very good options. 1) don't read it. And my personal favorite number 2) Cry me a river, build a bridge, and jump off it.

Chapter 16: Complications

With Fuu-Day After Naruto Left Suna

Fuu had just returned from a two-day long mission of running a message to the capital and back. She had heard about the incident with Naruto's nightmares. About Hinata and Anko having to stay with him to help him cope. She suspected them told him how they felt since they had spent the next two nights their as well. She was now stuck in a conundrum. She really like him. She hadn't spent much time with him and was not sure if it was a crush, after he did so much for her, or if there was something more. She decided to go to his apartment to talk to him. Hoping that being around him more would help her sort out her feelings.

Arriving at Naruto's apartment, and hers too since they were only two doors apart, she saw Hinata coming out of her own. She asked if Naruto was around and Hinata shook her head.

"No, he was supposed to have two weeks off, but he got called away yesterday again." Hinata saw the letdown look on Fuu's face from her answer. She decided to press a little to see if she could help. "Was there something you needed?"

"Not really, I just wanted to talk." She said morosely. Hinata felt a little bad. They did kind of leave Fuu out of things, but her schedule was a lot fuller at the moment than theirs.

"I here if you want to talk." Hinata tried to comfort her.

"That's okay I just have a lot of things going around in my head and hoped talking to him might help me sort them out." She started to turn before Hinata responded.

"Is it that you have feeling for him?" Fuu went rigid for a moment.

"Well… you see… its…" She grasped at straws trying to come up with something to say not wanting to upset Hinata. She knew how she felt, and it wouldn't be right for her to get Hinata's way. She was still practically an outsider. When she looked at the former Hyuuga she expected to, well really anything except the small smile Hinata was trying to hide.

"You still haven't read the books and scrolls I gave you have you?" Fuu just shook her head. "I haven't really had time. Why do you ask?"

Giggling to herself Hinata told her, "just go do it now. I know it will help you. In at least one way. It will help you rid yourself of the misplaced guilt you are feeling." Fuu went to respond but Hinata stopped her. "Just trust me. It will be better for you to read it that for me to tell you." Fuu just nodded and headed off to her place.

Four hours later, well after dark Fuu finished the stuff Hinata had given her. It had been a roller coaster of emotions. She been through confusion, to embarrassed, to disgusted, and finally settled on some form of understanding. Hinata had given the law book on the CRA and everything it could entail. No sugar-coating. She could believe they would force that on some women. Men no doubt loved it, but she wasn't opposed to it when it came to Naruto for some reason. She reasoned that it must be because he was such a nice guy that he would never abuse it. That didn't make her anymore certain of her feelings. But far less guilty.

Just Around Rocky Outcropping

Naruto Came to a halt. He was expecting to see an ambush of several ANBU teams. Maybe even one of Kumo's Jinchuuriki. Seeing two people in black cloaks with red clouds wasn't even on his list of possibilities. He recognized one of them though. It was a man he wanted to kill more than anyone else.

"Orochimaru" he growled under his breath.

He now understood their nervousness. They were going use the snake and who ever his friend was, the man was a mystery to him hunched over with only the top of his head showing, to get rid of him and escape with their lives. They stopped their lethal attacks in hope of him getting curious. But something still didn't add up. This area was a good 30 degrees north of their original heading. It's almost as if they knew or suspected he would catch them. But why change their course only after he confronted them? Why?

He saw the eye carrier walk up to the Snake Sannin with the scroll in his hand with the intention of giving it to him. Then he knew. The eyes were for the traitor but if they had been able to make it back to Kumo they had no intention of keeping their end of the deal. Shrewd and deceptive. Knowing that letting the eyes fall into the hands of one of Konoha's greatest traitors was a very bad thing, he moved. Only the two in the cloaks even saw him move. They had not taken their focus off him the entire time.

Unfortunately, the ANBU with the eyes was weary as well and withdrew his hand just in time. Now standing only 5 meters away from both parties Wolf weighed his options. He was told to deliver the body of the eye carrier to Kumo's gates. However, he had reevaluated the need after finding him with two full teams. While mulling it over he had deduced they were leading him somewhere and he followed. Now he found himself in a real quandary. He wanted to kill the man who had hurt Anko so much but, he didn't want to rob her of the opportunity to do it herself. 'So, I get the eyes, test the snake and then retreat. Maybe follow him to his hideout if he's brazened enough.'

This time the ANBU was unprepared for him. He gave no indication of his actions before moving. In an instant he was Standing in front of the eye carrier, scroll now in his hand heading towards his pouch. The other holding his sword that was all the way through said ANBU's chest and sticking out his back. His heart Impaled.

Orochimaru was unable to make a move for the scroll before it was gone. He lunged for Wolf's back, but Wolf was already moving. He did manage to cut his back though. The Kumo ANBU however, were slow to react. They knew they were no match and debated if the should just grab their comrade and retreat when they noticed his body was missing. Looking to Wolf as he spoke, "an eye for an eye."

"Kukuku… rumors about you don't disappoint do they. Now if you don't mind, I would like what is mine." Spoke Orochimaru with a chuckle. Eyeing Wolf completely ignoring the ANBU. His partner up to this point had made no moves or given any indication of his thoughts.

"Why don't you come get them little snake boy." Taunted Wolf only to hear the Sannin chuckle again. "Have it your way."

Orochimaru blasted killer intent at Wolf hoping to trip him up or even freeze him. The yawn he received was not the desired reaction. "My mother could do better" again taunted Wolf this time getting a scowl out of the rouge ninja.

"She most definitely could." Commented Kurama inside Naruto's head. With Naruto nodding his agreement.

Orochimaru just smirked. "We will see how smug you are once my poison starts to take effect. You should be feeling it soon." Wolf shifted his eyes to the kunai that cut him. It was dripping with his blood and a dark purple substance. He chuckled.

"You think poison is going to stop me?" There was no boast. Just an honest question that, if he was honest, Orochimaru didn't like the sound of. It wasn't his Kusanagi, but this poison should still be very powerful. Not wanting to waste anymore time the snake charged.

He was quite surprised when he was matched blow for blow. Wolf seemed to take as sit back and strike when the moment is right approach and it started to get to him. Orochimaru felt that he wasn't being taken seriously so he decided to kick it up a notch. He summoned a massive snake. Not the largest but still well over 150 feet long. Ordering it to attack. Wolf never moved.

He just swung his hand in front of him with a call of "Futon-Wind Blades." Dozens of razor-sharp blades tore into the snake rendering it into several pieces. "Such a large target is easy to hit." Said Wolf in a humorless voice. Orochimaru just cursed under his breath.

Just as Orochimaru had summoned the snake, the back up from Kumo had arrived in the form of 20 more ANBU, the Raikage, and his brother himself. When they saw Wolf destroy the snake with a single jutsu using no hand signs they were now confident this was the man who killed the Mizukage.

Wolf now found himself in a tight situation. He had tested Orochimaru and knew he could beat him. He knew how far Anko had to go before she could. He had the eyes. He really wanted to follow the snake, but the new arrivals would present a problem. They now had enough fire power to worry him. The Raikage and the hachibi jinchuuriki Killer Bee together would be a challenge. He thought he would try to be diplomatic now.

Turning away from Orochimaru he addressed the Raikage. "Raikage-Sama, I did not expect to see you here of all places. I had rather hoped this was another 'rouge' faction like you claimed the Hyuuga kidnapping to be. But that is neither here nor now. I have a something for you." Suddenly appearing it front of Wolf was a Dead ANBU with blood-soaked armor. "The Hokage and Kazakage send their regards and hope you will avoid such bad behavior in the future."

The Raikage was steaming. His ANBU was dead and based of the Konoha ANBU's behavior he had recovered the eyes. Orochimaru and his partner were also confused. Why would the Raikage be here? How did he know where here was? This place was chosen specifically because you could not be sensed here not to mentions they didn't arrange the meeting place until after the teams had left the village. You only had to behind a corner and no sensor would find you and yet here he is coming directly to them. They only thing that made sense is that Wolf caused this detour. They never planned on delivering. Kumo wanted the eyes for themselves and had simply used him for information while taking his money. Now he was mad.

"I see I am not the only one that can be deceptive. I believe we shall take our leave now." With a quick look at his partner, who had remained silent the whole time, both took off at high speed. No one seemed concerned with them.

"My job is done here. I believe I shall take my leave as well." Said Wolf and he turned his back on the Raikage and began to leave only for the Raikage to appear in front of him and take a swing. Wolf barely managed to dodge.

"You won't going anywhere boy. You think you can just drop one of my ANBU dead at my feet and just leave like nothing happened. No, you are coming with us dead or alive." Snarled A.

The air around them grew cold as he was surrounded. "I am simply following orders. If you have a problem with that take it up with Hokage-Sama. I have things to do." He stalled for time.

"You still don't see it do you. You are surrounded. The only way you are going back to your village is as a jar of ashes." The smirk on the Raikage's face said all he needed to know.

"If it's the eyes you want your out of luck. They are sealed and you cannot get to them even if you kill me. If it's revenge you want, I can assure you none of us have ever met. Being surrounded means nothing if you don't have the strength to back it up." With that he disappeared and reappeared holding his sword to Bee's throat. His gamble paid off. They had underestimated him for just a moment. "I'm sure this is a familiar scene." It was it was almost like the Yellow Flash was back except this time it was pure speed. None of them had time to react. "I have won and will be leaving. Treat Gyuki well. He deserves your respect." Then the blade was gone, and the man seemingly faded before their eyes not leaving a trace.

"Raikage-Sama what happened? I couldn't move."

"Nor could I. I think he set his own trap for us. He must have known something was wrong and took precautions. He is everything the rumors say." Said the Raikage thoughtfully before looking at Bee. "What does Hachibi say about all this?"

"Something is wrong. The man had no presence. No chakra to discern, nothing. It was like talking to a ghost that was in a physical body. But there is something deeper. His knowledge is not something anyone should but me know. Defiantly not someone I have never met anyway." Bee was serious for once.

"I want him dead. He is too great a threat. He has already pushed back our plans by at least six months." Said A as the moved to return to Kumo.

Konoha Five Days Later-Council Room

Hiruzen had just personally delivered the news to Setsuna's parents. They were of course crushed when he told them the full story but gained some solace that the fake genins had been sent back to Kumo but given a kill on site order if any Leaf or Sand Shinobi ran into them again. He wanted them executed but that would have been a violation of the chunin exams international agreement. Kumo had already done so but, to show this mercy would cause Kumo to lose face. It was telling them that their shinobi were not enough of a threat to worry about so they could go home. On the plus side however, the Sand ninja was sentenced to life in prison for the embarrassment and loss he had caused the two villages.

The Hokage finished relaying the results and ultimate outcome of the exams when Mikoto, who hadn't been there when he spoke to Setsuna's parents and was now the clan head, asked "Where is Wolf if he was supposed to be back three days ago? Did he fail?" It was fairly common knowledge among the clan heads and elite Jounin that Wolf did not fail.

"I don't know at this point. It should have been a simple thing for him even if there was a team or two as backup. The only thing I can think of is," but he was interrupted by a swirling sound in the middle of the room. It was Wolf and from his posture he had a long few days. He immediately went to Mikoto and took out two scrolls. "I am sorry for the delay. These are the body and eyes of Setsuna. Only his parents will be able to open either. I am sorry for their loss and apologize if they worried about someone getting his eyes." With a bow he returned to the middle of the room and turned towards the Hokage.

These actions gave everybody in the room the opportunity to finally see Wolf with out his cloak. For some it was the first time ever seeing him in person. His arms were absolutely ripped, and he had a small amount of bulk but nothing that would slow him down. They also noticed the cut in his armor and on his back that went almost shoulder to hip from one side to the other. His ANBU tattoo showed he was not standard forces. The bright orange hair was confusing. He addressed the Hokage with no bow and very little formality.

"Would you like my report now or later in private Hokage-Sama?" He asked in a deep voice.

"Just hit the highlights for now."

"Very well. After leaving Suna I made my way to Hot Springs country to cut off the ANBU that had Setsuna's eyes. When I caught up with him, he was with two full teams. I engaged while trying to recover them without damaging them. After a few short skirmishes I deduced something was wrong. We had turned around 30 degrees to the north of our original path toward the Chi Mountains. In the foot hills of the mountains we came upon Orochimaru and his partner" At this revelation the questions start flying.

"Silence. Wolf, please continue."

"The Kumo ANBU attempted to give the eyes to Orochimaru. I intervened and was able to recover them before he could hand them over. I killed him and quickly sealed his body before I was attacked. I briefly engaged with Orochimaru and destroyed a summons of his. Before he could attack again reinforcements from Kumo arrived. He fled. I delivered the body of the eye carrier and your message to the reinforcements before retreating."

"What took you so long to return?" Asked the Hokage.

"I tracked Orochimaru to his base and observed his for a few days before returning." Hiruzen could tell he was leaving a lot out.

"I see. The civilian council will leave Immediately." The Hokage's statement brought uproar and anger but none the less was enforced.

"Wolf Seal the room." The special ANBU did so shocking some with the Void of Secrets. "Now If you don't mind would you fill in the gaps."

"Where would you like me to start?"

"Why did you not simplly take back the eyes right away? Who were the reinforcements that you felt could be given my message instead of the village itself?" Hiruzen asked with a little venom in the second question. He had learned not to judge to quickly, but it seemed he went chasing after his wayward student instead of doing his job because of his relationship with Anko. Letting personal matters get in the way. 'Kami I am starting to sound like Danzo. I need to remember he volunteered for this position and is still young.'

"I sensed a change in them as soon as I confronted them. They were more annoyed than scared, and I felt that I should know the reason to hopefully prevent this from happening in the future. Finding Orochimaru was behind it I feel I made the right choice."

"I see. I agree and…" he led on.

"The reinforcements consisted of 20 ANBU, the Hachibi jinchuuriki, and the Raikage himself. Your message and the body were delivered directly to him." That got the Hokage's attention. That was even better than he planned.

"And he just let you leave?" Questioned Danzo.

"Not exactly. I had to put a seal on the ground to hold them all and then threaten Killer Bee's life to buy time to escape." Danzo just stared. This Wolf was still a complete mystery to him, but to do as he had said would require great skill. "I hid a clone before leaving. I will have to brief you in private of its observations." He finished looking while at the Hokage.

"I want a full and very detailed reports given to me and Jiraiya later. Unseal the room." He did so and Hiruzen told the ANBU bring the civilian council back in and summon all the Elite Jounin in the village. "It's time we had a serious discussion about the quality of our younger shinobi." He said

Waiting 10 minutes for them to arrive he began again by relaying the chunin exams to the new arrivals. "I called everyone here today because something is obviously not working. So, I would like answers for this and to discuss solutions to our current problem." He went around the room receiving very little concrete reason beyond the last few classes simply having low potential. He felt he had failed them seeing as how so many died.

"Wolf, you are more observant than most. What do you have to say in the matter?" he asked the special ANBU.

"Permission to speak freely," he was given a nod, "the academy is the problem. It has become a complete joke." This started an uproar on the civilian side and a few raised eyebrows from the shinobi and a frown from the Hokage. After calling for silence he asked wolf to elaborate.

"The academy has lowered their standards while at the same time extending a students tenure there. This has given them a lax view on the actual amount of work needed to become a shinobi and maintain proper conditioning and discipline. By the time they graduate the best developmental period in which they can set their minds and bodies on the proper track has passed. Many get these grand notions in their heads from the abundance of history that focuses on legendary shinobi and skips all the training and hard work they put in to achieve this. In turn it leaves them with no concept of hard work, hardship, or personal development." Wolf explained to a rather flustered crowd.

"It would seem you have thought this out very well. As you seem to be the only one offering anything of value what do you think we can do to fix this?"

"Immediately graduate the oldest three classes and do a complete overhaul of the curriculum." This again brought protests that were silenced by the Hokage. "How would graduating the oldest three help? If anything, it would hinder them even more seeing as the are not even up to the, as you put 'lax standards'."

"This would be sending children to their deaths. It would be madness." Yelled a civilian. Several more things such as this spurred a debate going both ways. The civilians were against it as well as a few shinobi. Hiruzen decided to see if there was more. After silencing the room, he again turned to Wolf. "What makes you think this would help them?"

"Did you learn more form the academy or from your Jounin sensei?" This simple question began to put things into focus for the ninja in the rom. He continued soon after, "put them through three to six months of hard training depending on their readiness. No missions, no half days, no holidays. Six days a week 8 hours a day. After that give them the final graduation test. A real graduation test too. Not Kakashi's bullshit test to get him out of work." This raised many eyebrows. Kakashi was a well-respected shinobi and known to be one of the strongest. That was quite the charge to levy.

"What test would that be?" Hiruzen knew what test he used but wanted to push Naruto a little because he had not liked the number of teams Kakashi had failed either.

"That would be the bell test." Wolf responded.

"And what is wrong with it?" question the aged leader. With Kakashi now paying great attention even echoing the Hokage. "Its about team work. One of Konoha's core principles for shinobi." He had added.

"No, its about drawing straws and seeing who is least valuable." Stated Wolf. "Even if a team did pass it, they would never really trust you. That little voice would always be in the back of their head. Which one would be the sacrifice for the good of the team if worst came to worst? It used to be about team work. Back when that was actually taught in the academy. Now everything is about individual glory when graduating. Having a rookie of the year and having a little laugh about who is dead last by putting them on a team together." At this point he looked at the Hokage. "Since when did balancing power on a team become more important than teams whose skills and personalities leant themselves better to teamwork? They just graduated a joke of a training program. No one really knows who the strongest is because no two students learn the same. We may very well be stifling our best potential with theory rather than application." Her turned back to Kakashi. "Trying to turn them against each other by lying to your students is your first act as sensei? The teams you failed were lucky to get away from you. Even if they passed one student would always know the other two would have chosen them to go first. Not exactly cementing any loyalties now is it?" Wolfs speech gave both the Hokage and Kakashi to think about.

The Hokage because he had not seen the changes earlier and still did things the old way. Kakashi was in much the same boat but also had to wonder if had let someone of great potential fail because there were simply taught the wrong way.

Silence greeted him. The clan heads saw the wisdom and the Jounin while not looking thrilled about the prospect had to concede that this plan would weed out the weak and make the rest strong. The civilian side however was outraged. Shouting about that not being fair to civilian born ninja with no clan to lean on for support with no income.

"Life's not fair. I would rather throw many more into the reserves than keep up the current rate of loss and drop outs. We shall explore this option further before I make a final decision. This meeting is adjourned. Wolf please follow me to my office." With that statement the Sandaime ended the meeting.

Hokage's Office After Meeting

Wolf delivered a full report to just Hiruzen and Jiraiya leaving out no details. The older two were quite surprised by his assessment of the rouge Sannin. Saying that he could finish him, but his partner had created an unknown and they agreed leaving himself open would have been a mistake.

"I want to talk about graduating classes right away. If that happens you realize that you will have a jounin sensei and will be a genin. You won't be able to preform ANBU duties and won't have the autonomy you have now. This will severally limit your ability to both serve the village and protect those you care about." His tone gave away that he guessed that he had some plan.

"I plan to take 'Naruto' as my apprentice. He will no doubt make Elite genin, giving him chunin like authority and responsibility there by preserving the current state of things, minus the whole wasting time at the academy." The whole time Wolf was speaking the older shinobi had growing sweat drops. Naruto taking himself as an apprentice. He couldn't make this up.

"Well now that that problem's solved," started the Hokage, sarcasm thick in his voice, "we should see about the teams. I will have the respective sensei's give me reports on who they think will work together. I would like your opinion on your class since you have quite a bit of experience with them." After giving him his opinion of everyone and their strengths he was dismissed to go back to his vacation.

A/N: So, things have taken a turn. What will happen Next. I will probably fix a few more chapters before continuing. Chapter 4 had major revisions to fill a plot hole I created.
