Does he really need to "dip into" Mercy's stash to bribe MM? I suppose if he needs them on short notice, though it might be more practical long term to ask Mercy and promise to replenish them immediately after out of his own pocket with interest (in more cookies, I assume). Maybe get Mercy and MM a chance to bond over a love of Oreos? Though that assumes Mercy has the free time to make a friend...

Of course Lex is the one sensible enough to get the pairs contact information so he can call them when their type of problem arises. Batman might collect that sort of useful information "just in case", but he rarely uses it to Ask For Help like a sensible person. Really, a non-megalomaniacal nor evil Lex Luthor would be a godsend to any major and successful "Save The World" organization's practical management and daily success rate. He's ridiculously pragmatic compared to most of them.
