I think it's more of a law that is only really applied in certain situations i.e. when Wizarding children in Muggle households cause damage or expose magic to the Muggle world.

I enjoyed this. I was enjoying the character dynamics, and I liked that you made Snape 'good' without cutting down on the grumpiness.
I guess if the muse ran away this was as good a stopping point as any. Although I would have preferred to find out just why Harry was put in stasis in the first place...
