There's a huge difference between a filler chapter and a set up chapter. This is most definitely a 'setup chapter' unlike that nonsense with the 'Mizuki Tracking Mission' in Naruto... THAT was Filler... and badly done Filler at that.

You might want to check the age of Luna in first year. At Christmas (You'll) vacation you have her at Eleven. Not specifically mentioned at that time but Harry should be 12 giving that you have aged everyone after William up one year. Shouldn't Luna be a 12 y.o.l by then as well as she is only 40 some od days younger than Harry who is in second year, September 1 being the cut off date. You mentioned her age at 11 several times and it would have been after September 10. Just something to ruminate about for consistency sake.

All you really need to do is tell them it's all FICTION from beginning to end and it's ENTERTAINMENT and SHOULD NOT be taken seriously in ANY shape or form. WHAT A HOOT, but it's very entertaining. Thanks for the escape. Just keep it consistent within the bounds of your own set of rules.

14 years old would be 4th year for a Hogwarts student and not when Katie got her "Talk". Sorry the timeline doesn't work here either.

Your writing is by and large excellent, but there is a major plot-hole in this chapter. Katie says she learned about magic a nine (9) but then she had "five years" to learn about it before starting school. That math works for the US where you say they start magical school at 14, but not in England starting at 11. Sorry to bring this up but seeing how careful you are I'm sure you want to fix it. Nothing else around that needs to change, even the occasion visits to the Alley.
