Most clans stick to clan arts and use elemental jutsu only if they have to so the presige obtained by having it would be minimal not to mention the small chance of unlocking it given its rarer outside genetic manipulation than the rinnegan |

So he couldn’t be seen doing anything that could be considered favouritism. Besides that he was always busy with work. The reason he didn’t use shadow clones to help was never explained so it could be anything from a rule stating he can’t to he just never thought of it. I always suspected Danzo manipulating things to make Naruto weak so he could offer training to him but was forbidden to do so by the hokage |
