I was excited with the idea of a deaf Bella, and I still think this could make a great story, but personally, I want to advise you to do some research into deaf culture if you're going to write about it, especially on the cochlear implant. It doesn't work the way you described, and as someone who has friends in the dead world, I was a little offended that this topic was approached so carelessly.
like I said, I think your topic could be great! Just add a little research into your writing. We don't always have to write what we know, but we need to sound like we do. If the story specifics seem too far fetched, you'll lose your audience.
