Well, I can see a few people have no understanding how even in a ninja village there is politics.

Tsunade's hands are tied for a multitude of reasons that I will list:
1: Kages are not dictators or autocrats, they are feudal lords with vassal houses
2: Kages orders regarding Ninja under their banner is absolute when it comes to missions and war only.
3: The various Clans of any Hidden Village are in effect Vassal Houses that pledge military loyalty to the Kage in exchange for the ability to rule themselves otherwise
3a: This would be why the Hyuuga can implement what is a effectively a slavery seal on member of their own clan and the Hokage cannot stop them or end it.
3b: This would be why the Hokage cannout order such clans as the Akimichi, Nara, or Yamanaka clan into teaching their clan jutsu to non clan members. Even if those Jutsu do not require any special genetics.
3c: Once a clan is formed, the Hokage is hands off with the Clan unless it threatens the village.
3d: Attempting to destroy a clan, steal it's jutsu, or even limit it's growth would cause unrest with all the clans which can lead to civil war.
4: Given that Minato had the same advisors that Hiruzen had, the post of advisor is likely for life or they retire. Replacing them would cause unrest.

Now for this particular story, Minato Namikaze is nothing short of Saint to the Hidden Leaf. Tearing up one of his decrees and refusing to allow the Namikaze clan to be formed would be an act that caused a civil war.

So this chapter makes excellent sense to anyone who understand how politics works.

My only real question is who among the older kunochi will be forced into CRA? Anko, Yugao, Shizune and Hana are all older and it is unknown if they are in relationships at the time in question.

The second part was fine I would have liked the Lemon to be a little longer but I hope that when Naruto is with Ino his Lemon is long and specific and if you can make a Goku story with Bulma and as I said in the other comment, don't put so many women, just the four of them, to Tsunade, Ino, Hinata, Sakura, and have Naruto tell Ino-chan in sex.

i think Naruto tends to give nicknames to people as a way to get closer to them. he would probably refer to ino as ino-chan unless she specifically told him not to
