However, why Percy needs to blast people, the entire scene is underwater.
He control the water he can just choke them, freeze them, or do what ever he desires.
Will it not be more terrifying and with Percy water powers to use water magic/divine skills to deal with the offenders?

Question: Why Percy has to join up with the Avengers?
Yes it is a crossover, but the avengers are S.H.I.E.L.D attack dog. There probably plenty of politics behind (if you poke through the comics) that Percy won't be willing to be part off.
Yeah called in when there is world threatening event he might help, but being bound to them in a manner similar to the Olympians or even worse in far more tight noose will not sit well with him.
With the Olympians, his father was among the more powerful leaders. What he knows about SHIELD even if he joins with them? what he knows about to whom Fury hold allegiance, what he knows about the mysterious leaders. With the Olympians they were family and you knew what to expect.

Further if you had Atlantis to the mix it will only complicate things, as surface dwellers and sea dwellers are at odds on plenty of issues, one of the Atlantic cities was destroyed in a Nuclear bomb testing.

In my opinion (Which you have full rights to disregard) Percy is a free agent, case by case with his own agenda to pursue and he will be probably be in conflict of interests with SHIELD. Will he see the Atlantis as his father people, lost without their god (he doesn't necessary need to rules them (check Salt Breaker by CareOtters) However they are still his father people and he feels responsible for them.

They can be enemies but friendly ones, that squabble against each other when it is related to their planet issues, however when a threat from the outside invade they band together to kick him out.

Plus Percy is too much of a wild care for Shield to feel easy with, in a way he is far more dangerous then the Hulk. The amount of destruction Percy can cause surpass the green beast.
