The mystery is that assuming these things are still banned, apparently the rest of the world hasn't made much use of them either. Shamir, Cyril, Petra, Claude, etc. none of them note that technology outside of Fodlan is notably different or more advanced.

So one would assume that something about Fodlan society allowed these inventions to take place much earlier than in the rest of the world, but at the same time something else caused them to be banned (at least for a time).

My only thought, judging by how that Nintendo Dream interview stated that progressing was happening "too quickly" is that Agarthan remnants were trying to influence Fodlan society with their technology, giving them things they were not ready for. Perhaps this is the "secret" reason the interview stated existed in addition to the desire to quell war and chaos.

I say "at least for a time" since the interview noted that Rhea and her allies only wanted to slow progress, not bring it to a halt. Perhaps this is why despite autopsies at one point apparently being banned, there is in the present a highly detailed anatomy mannequin in Manuela's room, and books seem more common/less precious than they actually were before metal printing, i.e. they were banned when that Abyss book was written but have since become allowed.
