Really enjoyed this! I love the idea of speaker of the dragons, and him learning magic via tutors. I do think it’s time for Sirius to get serious and take up his roles. It will help Harry in the long run.

That's a pretty pathetic plan. That British 'Dragon Reserve' didn't exist or join in the negotiations with Harry. Absurdly easy to legally argue that it doesn't count. And how would Britain convince the reserves in all the other countries to let them join?
