Dumbledore knows he could bound the boys magic so he had no more accident. Yet the wizarding world would not like that idea of the saviour not going to Hogwarts. Then there is his money he should have access to no matter magic or not as it his and Dumbledore can't just give it away. Then there is the ministry itself. Fudge will be frantic about the boy not returning and he will be convinced by the evil toad woman to arrest the boy for not coming back and take his bank account from him. Then there are the Death Eaters who will hunt the boy down for taking away there there Half Blood master.

I wonder how long it will take them to think of this If Harry doesn't want to go to Hogwarts, if he wants to maintain his muggle classes so he can become a doctor, but he must train his magic... then is it possible to hire a tutor for home schooling. How soon will they think of that while he stayed with the Dursleys and go to the muggle school, then he gets some modified tutoring in evenings or on weekends.

To be honest, I'd hoped for better: both sides seem to be rather unreasonable here. But I suppose it makes sense that the story wouldn't be resolved so easily! I look forward to seeing what direction you take this...
