This is a solid, believable development between Izuku and Momo. I also liked how this story was a little more serious than the last two chapters. It fits the characters better. I was slightly disappointed in not getting fluff, but that is overshadowed greatly by how well these two played off each other.

I normally ship them with other people but this is a really cute little Izumomo tale and I can't wait to see what you do with it next. I was happy to contribute some ideas for this and I like the changes you made so far. I might even read a full story of this pairing if it were like this, elaborating on some of the things in this chapter. Good job, bud!

I always imagined Tooru would be a total fluff cake when it comes to love, so I really like her characterization here. It feels right. I also love that Midoriya is not a completely flustered mess.
