Hey just a minor bit of constructive criticism, you went from 3rd person storytelling to 1st person. From personal experience, try to avoid that, it can really throw off a reader.

Interesting story so far. I really like the idea of a nationalist Skyrim rising up out of the ruins of the Empire. Here would be a cool idea, you could make Skyrim go through an industrial revolution, surpassing the Empire as geopolitical capital of Tamriel. Also, because Skyrim and Hammerfell aren’t part of the Empire, High Rock now has no continuous connection to Cyrodiil. So you would likely see High Rock leaving the Empire as well, possibly falling into a stronger Skyrim’s orbit or even possibly a client state. High Rock as a colony of Skyrim would give them warm water ports and easy access to Thalmor seas, so there could possibly be a Naval confrontation. I first think Rae would have to work on fixing Riften and clearing out all corruption and Forsworn from Markarth. Which, now that he has replaced the Jarl, would be easier to do.
