This is an interesting story! I really enjoy your ideas, and love how Cat is politically savvy and we see both the North and Riverlands get rewards. Cat's savvy makes sense given she was the eldest, probable heir, of Hoster Tully until Edmure came along years later. And then she was betrothed to a future Lord Paramount of a foreign land who had reigned for millennia of a land likely to at least view her with suspicion for being an Andal and follower of the Faith. Although, it sounds like she's surprised by how much power a Stark woman is afforded. Which, I guess isn't surprising given Westeros, but its nice to see Ned giving her a more equal role - though, it does feel too fast and too much as Ned or someone who knows the North should be there to at least make sure she understands the lands/people when making decisions. Catelyn would likely need time to familiarize herself with the differences in people, lands, trade, and politics and gain respect herself. It is good, though, to see both Ned and Benjen learning, if only behind the scenes.

I am curious about Jon. I don't think he was mentioned? I'm curious of his position here. As well as if Cat has the sept here? Or was the solar the gift? I can't help but think while sweet, this Cat would be more likely to regretfully shut down any talk of a sept to avoid risking her and her children's position in a land.

Also, I'm loving the idea of the Iron Bank becoming House Stark's bitch. It's wondrous and I can only imagine the minds Ned will boggle once people learn of it. The Quiet Wolf is still a wolf indeed, and it is the quiet ones you don't hear coming. It's just hilarious to imagine all those who know him to wonder how politically-naive Ned got the cut-throat and influential bank at his beck and call, while those who don't would likely imagine this Northern Tywin Lannister or Olenna Tyrell. He may even get his own legend. After all, a second-son rising up against the crown to avenge his family and rescue a sister? Defying the odds and winning against even three knights of legend, all the while his rescue for naught as his sister tragically passes? It's like a song. And now that same lord is shepherding the North, a barren and semi-poor region into prosperity not seen in generations. Maybe even since the North bent the knee. I do think it makes sense that House Stark would have investments with them, given they have been a major power for millennia and have a relatively close sailing distance with a well-established anti-slavery sentiment in their own religion. It'd make sense they'd be among the first outside of Braavos to deal with them and their bank given this. But. Again. Just hilarious that it's House Stark. The Iron Bank should count themselves lucky it's not the Lannisters or they'd be milked dry. It's also a much smarter way to utilize the Iron Bank's resources in trade, connections, reputation, and third-party representations. The North has bought connections and assets, though, also have aligned themselves with them and will also have to deal with the Iron Bank's enemies. Likely the silent contempt of slave cities given the North on its way to become an advertised free harbor. Still, given Ned is Ned, this doesn't include Westeros at least, and if any of the Free Cities attack the Northerners blatantly they'll risk pissing off King Robert directly. And it'd be stupid for Essos to risk insulting the North given the prominence they're going to gain not just in Westeros but Essos.

It'll of course take time for all these changes to happen (train up apprentices, negotiate contracts, build holds/castles/ships/settlements, establish these new positions and trade alliance, etc.). Still, by the standards of Westeros this is all happening quite rapidly and will shake the game and cause eyes to turn North. If you continue someday, it'd be interesting to see how the South is reacting to the North's period of transition to prosperity and influence.

I am confused about the Throne of Winter, though? You implied that it wasn't something that'd been used since Torrhen, and if not, then that sends the wrong kind of statement from loyal Ned to the Crown. It's all but saying he views himself as king and doesn't recognize himself as their subjects. It'd make sense if the Starks had continued to use it as their chair, but to have it brought out when it was retired is politically alarming. Especially given the North building itself up. The implication of House Stark becoming royalty again is cool, though.

Overall, there are times when the story reads awkwardly in dialogue and scene transitions, but I don't think it's enough to detract from the content. Still, I'd recommend maybe getting someone else to go over your story to make your writing sound more natural if you decide to continue this. But, again, I really have enjoyed this and am glad you shared this story. :)
