Personally I think what you got going is great but however if I understand that sometimes it's better for the author to start over so I guess go with your gut

i also think a rewrite of the story would be good idea as well

I think that idea of meeting Juvia early is a good idea. I say give the rewrite a try

Great chapter think you can add some of Tobirama's and Kisame's water techniques from Naruto into this story that way they can be some of Jozen spell/attacks because I think they can be really cool and help him look stronger.
