You’re sticking way too close to every canon event for my liking thus far. Harry is the heir of Casterly Rock and one of his banner-men and knights was acting out in front of him. There’s no reason that Robert should be forced to intervene there.
And for as pragmatic as you’ve made Harry out to be, why wouldn’t he at least voice his agreement to killing Danaerys even if he doesn’t agree in spirit? It weakens his position in the council and in front of the king to side with Ned whom he (by his own words) doesn’t think will last.
