I am pleasantly surprised by how entertaining this story is. It reads very much like the early arcs of Bleach, combining intrigue and world-building with a unique setting.
One complaint I do have, however, is the character personalities. They often seem somewhat... flat, compared to canon. It's hard to pin down what it is exactly, but I believe for most of the characters it's a lack of development. You've spent a lot of time drawing out Weiss's history, motivations and relationships throughout the Schnee Family arc, but everyone else, like Yang and Ruby, don't have as much depth or focus.
I also think you could benefit from adding in a few things, like character banter, minor quirks, hobbies and/or more nods to canon. Little and minor things that help flesh out the characters. More world-building on the more "mundane" aspects of the world, like the kingdoms and cultures wouldn't hurt either.

Do ya have a proper beta? I'm crap at grammar, but i've spotted a fair number of mistakes with wording alone. It's readable but awkward sometimes .

Ah yes. Chapter 64. My favorite. You see what you are doing right here? Making the plot instead of attack after attack. You really love these characters don't you?
