I don't think the Raikage would actually be all that happy about Minato's death. The Raikage saw Minato as someone to beat, especially in speed, so Minato's death would mean he'd never get the chance to actually find out who was the stronger and/or faster Shinobi. After all, if I remember correctly, their fight ended in a draw due to Minato withdrawing. Though, since Kirabi was also in the fight, it shows how Minato is probably way stronger.

First of all, Mito was definitely the strongest Kunoichi thatt Konoha ever had, and that title may now go to Kushina. I'm fairly sure that Tsunade got the Strength of a Hundred Seal from Mito. Tsunade also is the Best Medic alive, but I think she also became a medic because of Hashirama in some way if I remember correctly.
