'retarded' literally means 'behind in time' or 'behind others'. It's used in physics all the time, 'retarded waves' are those that are behind other waves or going backwards in time.

slow and retarded were both used as euphemisms for 'mentally handicapped' until they got strongly enough associated with mentally handicapped that they started sounding bad instead of neutral.

Now it's "special". That one is sticking because it's hard to make it sound bad. And the reason why is because it's positive. So using special to describe retarded kids is totally retarded.
