Blazblue failing to activate because of lack of Seithr?
first time I've heard of that and doesn't really make sense to me

IIRC the only thing that could turn that off now that its got the IdeaEngine(before upgrade to IdeaEngine2.0) is Celica by just being there

couldn't Ragna's Azure just absorb more souls from the surroundings to make more seithr?
like the various plants and animals even, kinda like Goku's Spirit Bomb
