this is not an actual vs heroes story even though it's a team up theme so here's the summary. the sailor senshi are facing new enemies that they never seen before but they're not alone, they'll meet thee people who are actually heroes too but they're not sailor senshi but they are called choujuu sentai liveman and helping the sailor senshi to protect innocent lives.
