After a large scale war between the Warriors of justice, the Kamen Riders, and army of hell and darkness, Eternal-Shocker, Both kaijin and riders have been sealed away into the form of small action figures and scattered all across the city of Norrisville. With their powers sealed it is up to Randy Cunningham to take on Eternal-Shocker and its army of villains.
