There is a constitution that, albeit, has been heavily modified over time, there is a legislature, though nearly all members are part of the Unity Party of Panem, the ruling party, with only a few independents allowed to run to give a modicum of hope to the Districts, since all candidates were ultimately chosen by the Unity Party. In addition, over half of the legislature is representing the Capitol, and the Districts of 1 and 2 are granted more seats than the others. The President of Panem ultimately has de jure authority overall, but there is still a bureaucratic process most things have to go through. - Panem has something of a mixed economy. There are state-owned factories and facilities in each District, but these locations generally pay less than what one might get paid by a private employer, and thus, are generally where most of the District's lower class work, either by choice or being forced by the government. - Cars do exist and are manufactured by District 6, though their use is only common in the richer and more middle-class Districts. In order to buy a car, one must buy it from the Capitol who gets them from 6. In addition, even if one has the money to buy a car, the control the Capitol exerts over them is a whole other matter. Getting a license is a difficult process and a person must be evaluated as a "stable individual" to receive one, and all cars are implanted with a GPS tracker that is impossible to remove without special Capitol technology. - Panem's military is dominated by the Peacekeeper Corps, the gendarmery of Panem. Conscription does exist, though conscripts can never gain a commission for officer and are generally kept in grunt positions when compared to volunteers, that have the opportunity to rise high in either the enlisted or the officer tracks. The Peacekeeper Corps is further divided into several components - The Maritime Forces of Panem, or the MFP, is Panem's navy and is entirely separate from the Peacekeeper Corps. They are headquartered in 4 and have bases in numerous districts. - There is also a military-like agency known simply as the Intelligence Bureau, or the IB. The IB constantly monitors everything about Panem both online and offline. They also keep a close watch on and outside the borders for any extranational threats. Knowledge of the Intelligence Bureau, even in the Capitol, is quite limited, allowing them to perform their clandestine activities easier. There is absolutely no knowledge of the IB in the Districts, though suspicions that an agency like the IB exists. - Career academies weren't founded until 24 NE for District 1, 25 NE for District 2, and 26 NE for District 4. Career alliances did not become common until around 30 NE. - Victors are allowed certain rights and privileges. For one, if they were under the age of 18 at the time of their victory, they are legally emancipated from their parents or guardians, and are, in the eyes of the law, a legal adult. They are given the privilege of being able to travel to another District or the Capitol whenever they wish, though that privilege can, and has been, taken away from victors before. Their stipend places them amongst Capitolites in terms of wealth, and most certainly puts them near the top, if not at the top of the upper class in their District. - Religion is allowed on a minor scale, particularly in the Capitol, District 1, and District 2. In these three regions, there are churches that offer teachings that are a mix of a mild form of Protestantism and state-approved teachings. Other religions of the old world, such as Catholicism, Islam, and Judaism, have been all but forgotten, though an ancient piece of scripture will eventually turn up now and then. In the other Districts, there are no strictly state-approved churches, but there are still some that are allowed to exist by President Snow in order to give the Districts a small amount of hope, which is what religion indeed represented. When a particular sect or church grows too powerful though, Snow isn't afraid to snuff it out. - There is a form of the Internet in Panem which is heavily censored and monitored by the Intelligence Bureau. Understandably, the use of the internet is common in the Capitol and in the richer Districts, but the expense of usage means that most people in the lower districts can't even consider it, and each District has their own separate network, so trying to access another District's internet is impossible unless you're given special clearance. Each District also has a connection with the Capitol's network, so most things the standard Capitolite can access, they can access. - LGBTQ individuals are, for the most part, widely accepted in Panem. There are, of course, those that have their own private views on it, but marriage with somebody of the same gender is legal. Sex reassignment surgery is generally quite successful with modern Capitol technology, but its expense means that only Capitolites and Victors can really afford it, and victors are generally discouraged with going through with sex reassignment surgery in the first place as it would change their image, in the Unity Party of Panem's view. |
