To complicate things, Secretary of the Navy Clayton Jarvis is pressuring NCIS Director Leon Vance who pressures Gibbs to get information about a special project, also known as a top secret program.

Very short story for season 9 episode "Engaged part 2." Starts shortly after Gibbs and Ziva return from Afghanistan, after they've stopped the bus bombing and before Vance gets the phone call from the Commandant, and continues from there.
