He had kissed her that night. The first night that she had cooked for him. It was out of nowhere. It was a thank you, almost. She was setting the plates on her dining room table in her apartment when he just moved closer to her and kissed her. Just like that, no explanation.

Thank God she had put the plate down on the table. If she hadn't she would have surely dropped it right on the hardwood floor. Ziva kissed Tony back, her hand wrapping around his neck. Tony's hand moved to her cheek and rested there gently.

The kiss wasn't even that long. It was simple and before Ziva realized it, Tony had pulled away and was sitting at the table waiting for her to sit down. Ziva opened her eyes and looked down at him, a smile playing on her lips. She raised her eyebrows in question but sat down at the table across from Tony.

They ate mostly in silence, both unsure of the kiss; it had been so quick, but there definitely was something there. Finally, after she finished eating, Ziva said, "So, Tony, what was that for?"

"I dunno, Ziva. I just appreciate you making dinner for me and I wanted to say thank you," Tony said, looking over at her, a smile dancing on his own lips.

"Well, you could have just thanked me," she said, still eyeing him curiously. Ziva got up and started to clear the dishes. She brushed up against Tony when he stood, their arms touching ever so slowly. Glancing back at DiNozzo, she gave him a questioning look. The Israeli set her dishes in the sink.

While Ziva was doing that, Tony snuck up behind her, setting his plate on the counter before snaking an arm around her waist. "I didn't want to just thank you, Zi. I wanted to do that; didn't you want that to happen?" he murmured gently in her ear.

Goosebumps appeared on Ziva's arms and she hugged herself to try and warm up. Involuntarily, she leaned back into Tony though and breathed in his cologne. Sighing, she closed her eyes and nodded. "Yes, actually. I did want that," she replied, giving in slightly to her wants, letting go of her fears.

She was afraid that they would get in trouble if anything happened. But now that it was happening, Ziva David could really care less about what people thought. She let herself completely relax and her body fit together with Tony's seamlessly.

Ziva closed her eyes and sighed, content. DiNozzo held her closer, kissing the top of her head gently. "I love you, Ziva," he murmured gently in her ear.

Ziva was slightly taken aback, but a smile graced her lips. "I love you too, Tony," she replied, moving closer to him.

They stood there in the kitchen, just enjoying the silence. Both Tony and Ziva knew that they would be together now matter what happened. A simple agreement that neither of them had to say out loud. Tony and Ziva knew that they loved each other, and they were going to take it one small step at a time.
