In the interest of reducing the incidence of congenital retardation among Britain's wizarding population, every adult, unmarried British subject of pure (80% or more) wizarding blood is required to marry a witch or wizard of 50% or more Muggle ancestry within the next thirty-one days. Failure to comply shall be considered a crime against the British wizarding community, and the offender shall be penalised accordingly... This law shall be enforceable throughout Great Britain and her overseas dominions.
