Nami and Luffy are different people, to say the least. Very different.

Too different, in fact.
Which is why they're perfect together.

They certainly don't complement each other, or come together as "one person". After all, someone that was both Nami and Luffy would be… scary.
They don't complete each other. In the end, Nami is still an orange-loving witch, and Luffy is still a meat-loving kid.
So why are they perfect together?
If you asked Nami to come here and list the reasons why she chose Luffy, she'd probably begin along the lines of, "He's an immature, dimwitted idiot with no sense of responsibility, priority or self-preservation. He can't do anything other than fight – nothing useful, at least, and sometimes that's not even useful! …" and eventually trail into a feeble "I trust him" before saying she doesn't know.
Luffy would be even worse; he wouldn't even try, just shrug and say, "I don't know" and then ask for some meat.

So why are they perfect together?
They just are.

When she orders us around on the ship, when she winks and adds another .5 of interest, when she hits us for whatever godforsaken reason she likes.
When he cleans out the entire fridge in one night, when he falls for another obvious lie, when he idiotically challenges another opponent.
When they lean against each other by the railing, when they watch the other in content silence, when they argue and play and talk until they can't remember why they were doing so in the first place.
(Yeah, I see that. It's not like Luffy's very subtle.)
Alone, they are greedy and selfish and proud.
Together, they are all that, but more.
Together they are perfect.

Author's Notes: Eh. That was weird. A lot different from my original idea. Oh well; I liked it. Lot less fluff than Mikans in the Sunlight, though...
