Summary:After graduating from UA, Todoroki was set on a path to be one of the greatest heroes. But a certain assignment puts his goal on hold when he is tasked to watch over cell 402. Expecting it to be a dangerous villain, he was surprised to see the detainee.

Chapter 4: Frozen Blossom
In the frozen winter of my cursed heart,

"You're back"
The two newly arrivals did not expect that they would be home before midnight. They thought they would be having a hard time breaking the system of NHO but it seems like the advice they've received from the man in front of them helped.
"Well, their system is relatively easy to break" a melodious voice replied as she nudged her partner on the sides. Despite being quite short, the girl had an aura that will instantly draw people to her. Some people would call it an alluring charm but those who fall victim to it would say they were seduced against their own will.
"I do hope, you didn't leave any of your traces again, Hikari '' the fairy-like girl frowned, her slender arms crossing across her chest. Hikari had the yosei quirk just like her ancestors. The yosei quirk or fairy quirk is most known for the charm it gives to the user, especially female ones. Due to the physical limitations of their quirk, yosei users trained themselves in stealth and assasination at a young age already proving that if looks could kill, they really would.
Hikari was relatively short in height just like her ancestors, her petite body makes it look like she's floating in air whenever she's walking, her visage was something that would stand out when you put her in a room full of strangers. The way her emerald eyes glitter as if it were trancing you in some sort of spell was her most useful weapon, despite it having limited effect towards women. Either way, her physical prowess makes up for the quirk she has.
"How is she?" the man asked, his onyx eyes focused on the man with golden brown hair clad in his cream robes.
"She's doing okay, however, her quirk has been blocked off" Akito Seiichi explained whatever he discovered to their leader a few hours ago. The latter looked up to him due to Seiichi's height, onyx eyes staring directly at his monotonous amethyst eyes. The young shaman would like to give an explanation towards his master but he, himself, did not know how on earth the girl's quirk was shut off.
"It seems like my brother is doing everything in his power to avoid the incident 32 years ago" Tenjin said to no one in particular.
Unlike his younger brother, Omoi who resembles the wise owl. Tenjin bore similarity with the raven. His long pitch black hair reaches his shoulder, round onyx eyes absent of any emotions and sharp features that differentiates him from the current leader of NHO.
"It doesn't mean that Omoi-san managed to seal it permanently," Seiichi said in a matter of a fact tone. His hand reached out for something inside his cream robes and placed it on the raven's table.
"We also managed to investigate your older brother's movement" the young man jutted his chin towards the scroll placed on the table making Tenjin frown. It seems like his group, the Junishi, weren't the only ones interested with the imprisoned girl. After all, the three of them were present when the Helios Village burned.
Being a witness to the downfall of such a prominent village made the brothers realize that they weren't merely aware of such power. They were capable of influencing it to an extent that the girl's body wasn't a body anymore but a mere vessel of fathality to society.
Their older brother saw that and distanced himself from them, forming the organization that envisions a society where people without quirks do not exist, the Yokai. On the other hand, his younger brother, Omoi, saw the threat and danger of such immense power to the society that he decided to join the National Heroes Organization.
Dismissing the two in front of him, he leaned back to his seat as memories 32 years ago flashed through his mind. It wasn't something he wishes to remember yet he doesn't want to forget that moment.
Unlocking one of his drawers, he took out an old book that has been passed down in their clan from generation to generation. A rather well-worn book that contains secrets and information of a power they were bound to protect. Stains were evident to the cover of the said book his ancestors used and the top part was burnt slightly. Flipping through the pages before stopping on a page that has a drawing of an abstract sun, the seal often used by the very first user of the quirk. The said page wasn't the one Tenjin was looking for but rather a worn-out photo he hid inside the book.
The photo had marks that indicated it was once folded and evident browning proved that it was taken a long time ago. He may never have seen the girl imprisoned in NHO but he was sure that she would have great resemblance towards the girl in the picture. The girl in the picture has raven hair that reaches her shoulders, bright sapphire eyes that would always shine whenever she talks to him and a smile that he loved but he knew it wasn't for him.
"I hope she doesn't have the same fate as yours, Hime-san"

It felt odd.
The moment Miyuki opened her eyes, she sensed something peculiar inside her room. Throwing her duvet that's been keeping her warm for the past couple of weeks, she quickly got up. Her azure eyes scanning her same old room, as if searching if something was out of place. Her three trinkets, the omamori and maroon knitted beanie, were still on the bookshelf. The mug Todoroki has been using to make her a cup of hot chocolate was placed on the kitchen counter. The chairs remained the same way as they were before she slept.
There were no physical changes but she knew there was something different inside her room. It wasn't the temperature since she wasn't having any goosebumps to indicate it was getting colder. Was it getting warmer? Her hands unconsciously rubbed her arms despite the lack of frosty feeling inside her room.
Azure eyes scanned the room that she has grown to memorize. Even the minor details have managed to engraved themselves inside her head like the chipping of paint in the kitchen-like area, the damp spots in the floor near the bathroom and even the imperfection of the chair that Todoroki uses whenever he's inside the room.
Speaking of the man with mismatched eyes, she couldn't help but notice he was running late again. Or maybe the girl just woke up early?
And it seems like fate took notice of the missing feeling inside Miyuki that the door opened revealing her guardian. Although, just like her room, something was different.
The contradiction between his crisp white hair and blazing red hair was evident since it was brushed back, highlighting the forehead she rarely seen because of his bangs. Despite his scar being more prominent now, she couldn't help but gape at the man in front of her. Rather than wearing his hero outfit, he was wearing a semi-casual black suit with a white dress shirt underneath it.
On his left hand was the usual grey messenger bag that he uses while on the other hand was a bouquet of flowers.
Miyuki may never have seen flowers arranged in such a skillful manner making her stare at the fresh flowers. The man carrying the flowers noticed the lack of exuberant greeting from the black haired girl. Mismatched eyes noticed how azure eyes were locked on the bouquet he was holding.
He let out a sigh he has been keeping. If it weren't from the usual nagging of the Todoroki matriarch and his sister, he wouldn't consider buying a bouquet.
"Eyes over here" he mumbled underneath his breath, unsure why he was so worked up with the lack of greeting from Miyuki. The said girl looked up to him, surprised that she was caught staring at something she has never seen.
"What's the occasion?" she asked, eyebrows furrowed, trying to think of reasons why her guardian is dressed up with flowers on his hand. Her previous guardians rarely get dolled up. Scratch that, she never really did have any significant interaction with her previous guardian that could be compared to her relationship with her current guardian.
"Dinner" the man answered begrudgingly. He placed the bouquet on the table before blowing a slight breeze to it making sure it wasn't towards the direction of the girl who despises the cold.
"With the old man?" Miyuki pressed on making Todoroki quite distressed. He wasn't having dinner with Omoi or as Miyuki calls his boss, old man. The young hero wouldn't consider dressing up if he was just having a meal with his boss, although he would try to make himself look presentable.
The perturbed expression on the hero's face made Miyuki wonder. The girl concluded that he wasn't having dinner with the leader of the organization. She knew that he wouldn't be this distress if it was just Omoi.
"No" the single word echoed throughout the small room. The usual confident but aloof hero took a seat, tempted to run his hand through his styled hair. His newly styled hair was also one of the reasons why he was on the edge ever since he left his house.
Fuyumi has practically forced Todoroki to sit down while she styles his hair for the dinner tonight. Repeatedly telling her younger brother that his usual get up wouldn't be acceptable look for the (semi)formal dinner for tonight.
"It's an engagement dinner"
"Oh"
And the pieces finally fit together. The gears inside Miyuki's head started turning as she took a look at her guardian trying to take out his frustrations on this tie. His eyes that rarely get frustrated were burning as if he was tempted to burn the flowers. And those said flowers, despite being beautiful, lacked the usual warmth that she receives from Todoroki. As if the arrangement was something he didn't even bother looking at florists.
Her azure eyes landed on the small white flowers scattered in the bouquet as if trying to fill the empty spaces.
Standing up and making his way towards the table, her slender hands reached out for the almost wilted flowers. Her right instantly felt the breeze that Todoroki placed on the bouquet in order to keep its freshness.
"You shouldn't have brought one this early if you're going to give it tonight" she said wistfully.
The displeased look on the young hero's face was replaced with wonder. His eyes looked at the girl before turning his attention to the bouquet.
"I won't have time to buy one tonight. My mother would reprimand me if I don't show up with flowers" he replied with a shrug. Quite unsure if what he did was the right thing. After all, it was a dinner with his fiance. A fiance from an arranged marriage decided when he was younger and he didn't have any say towards what he wanted in his life. Shutting his eyes, not wanting to remember his horrid childhood.
He could've turned down the offer, rejected it. He was an adult and he clearly was mature enough to have a say on who he wants to marry. The moment his father reminded him of the arranged marriage decided when he was younger, he was ready to reject the offer. But the moment he was reminded of his bride-to-be, he bit his tongue, swallowing the words that he badly wanted to say. Their family owes his future bride's family. Not in the financial sense but rather the help they provided to make sure that his mother's recovery was progressing. He may be friends and close with his fiance but he didn't love her.
He may never understood the true meaning of love but he knew he doesn't love her in a romantic sense. He likes her but never enough to consider her as someone he would have living the rest of his days with. She was just merely a friend. Marriage wasn't something he prioritizes, especially with the complicated childhood he has.
Todoroki was merely agreeing with the set up because of the debt he felt towards her family.
"You should've looked at it more closely before buying it" the girl's words snapped him out of his contemplation. A thin coat of frost was on her fingers that were holding a stem of a tiny wilting white flower.
Baby's breath.
"After all, if you're going to give a flower towards the girl you like… You should definitely give more thoughts about it" she continued before picking another wilted baby's breath. He shook his head with the girl's attitude. She may be locked up inside this cold room and could be quite snippy but she's one of the modest people he met. And Todoroki met a lot of people already, from heroes to normal citizens with most of them having such strong characters. Yet, this girl standing a few meters from him reminds him of the simple form of humanity through her unexpected kindness.
"I never knew you're such a florist" he teased as he watched the girl pick the wilting baby's breath. Miyuki chose to ignore his comment about her surprising skills in flower arrangement but she didn't want the girl receiving it to be disappointed due to her guardian's lack of effort. He's marrying her so that means that he must love her, right?
Pushing those thoughts out of her mind, Miyuki continued picking the dry baby's breath from the bouquet. Her fingers might be covered in a thin layer of frost but she was doing this for Todoroki who appears to be obtused in the romantic department. Taking one last look at the bouquet, the girl was finally satisfied when the remaining flowers were still fresh. Yet, she couldn't help but frown as she noticed the holes where she got the tiny white flowers.
Trying to melt the frost in her fingers, she rubbed her hands when an idea finally hit her.
"Hey-" she turned to her guardian sitting on his chair and she was caught off guard when their eyes met. He was watching her. Mismatched eyes locked with azure ones.
Todoroki couldn't help but raise an eyebrow as if challenging the raven haired girl. A smirk slowly forming on his face before he propped his chin on his hands. Miyuki couldn't help but feel as if she was punched in the gut when she looked at him. He was different from her usual frigid guardian.
Miyuki picked up the bouquet wrapped in white craft paper and held it out directly to Todoroki.
"Give some frost to the flowers… You know, to give it a bit of your bland personality" she snipped at him trying to hide how she was caught off guard on how good looking he is right now.
The hero sighed before standing up and taking the bouquet from Miyuki. He was wondering why he was doing what the girl wanted but he'd rather do this than rather be thrown by another pillow and mess up his look which would result with Todoroki women nagging him again.
His right hand was over the flowers before he released a minimal amount of ice that frosted the flowers, feeling in the gaps where the wilting baby's breath came from.
Miyuki chuckled and Todoroki gave her the bouquet to show the finished product.
"Happy?" he asked in a bored tone but he couldn't help but smile when he saw Miyuki smiling.
"Now, it looks like you're really giving it to her" she took the bouquet before carefully placing it on the table. She was happy that she was able to help Todoroki but she was starting to feel odd. Especially on how he gave her the bouquet as if he was really giving it to her made her heart skip a beat.
But she knew that she was acting like this to show her gratitude towards him. He wasn't rude and he never treated her like a prisoner. The young man inside the room was the first one to treat her like a person and she knew what she did was just small compared to the days they spent together.
Their relationship may consist with them just trying to rile each other up but his small actions towards her made her realize how different he was from all the people she met. He didn't look at her as if she was someone to be isolated from the society. He didn't give her the looks of hesitancies. He looked at her warmly despite his aloof personality.

"Enjoy your dinner"
He nodded his head making sure he didn't forget anything but his hand was itching to take out something from the inner pocket of his suit.
Miyuki was busy untangling her raven tresses when she noticed that her guardian hadn't left the room yet. She looked at him wondering why he looked so torn.
"Just tell her what you really feel" she absentmindedly said, not having any ideas on the dispute running on the young hero's mind. "You may be annoying to talk to but you're really warm" she continued hoping to relieve the nerves of the person she considered as her first friend.
Todoroki licked his lower lip, finally making up his mind before grasping something cold in his inner pocket.
"Miyuki" he said, replaying the words the girl just told him a few moments ago. The said girl looked up and was surprised his feet didn't bring him out of the room but rather near her bed where she was comfortably sitting.
She turned her attention to him but was surprised to see him holding the stems of the wilted baby's breath she took out from his fiance's. Miyuki was about to ask why he was giving it to her and not throw it away when she noticed something different from the tiny white flowers. The few stems have a coat of frost on them but what surprised her was the flowers were frozen. Unlike the flowers on the bouquet, the baby's breath was all frozen giving it a tinge of blue hue.
With trembling hands, she took the cold flowers from his warm hand before mumbling, "Thank you"
Her guardian nodded his head, a faint blush was on his face but she didn't notice it since her eyes were locked on the flowers she just received.
"Give some frost to the flowers… You know, to give it a bit of your bland personality"
She didn't even hear Todoroki say his goodbye nor the closing of the door. It was like time stopped for her as she ran her thumbs to the stem of the flowers she just received. It was cold just like her room but she couldn't deny that she was feeling warm inside.

Hi everyone! Sorry for the delay in update huhuhu I had an ear infection last week and I didn't have any inspiration to write despite having an outline on this chapter. I'll try to update every Saturday but if there are any delays then I'm sorry huhuhu. Anyways, I really enjoyed reading reviews so please do leave one! I especially love fencer29's theory on Miyuki's power! It was a nice angle to look at to but I guess there aren't enough clues about Miyuki's quirk yet. Anyways, I introduced new characters! Although, they aren't part of the Yokai so the next few chapters would show if they are friends or foes. Plus a hint on what happened on Helios! Hope you guys enjoyed this chapter!
