Batman pulled a sulking Harley along with him. He had just caught her again, stopping whatever ridiculous plan she had cooked up. He was making his way through Arkham; his destination, the transfer room. Batman pushed the door open and who he saw sitting bored in the room almost made him stop dead. It was a teenage kid who couldn't be more than fifteen. What was a kid doing in Arkham? As the door closed behind him he let go of Harley and studied the boy. He had shaggy black hair that needed a haircut as it was almost covering his eyes. From what he could see of the boy's eyes were a piercing blue. The boy had not stopped looking at him since the moment he stepped into the room. What looked almost like hope started appearing on his face. That was a first for Batman, hope appearing on a 'criminals' face.

Finally, Harley noticed that they weren't alone in the room. Her eyes lit up and a smile came over her face. She launched herself at him, pulling him into a hug. The boy couldn't move or defend himself as he was chained to the wall. An annoyed yet amused look appeared on his face as Harley started talking "Ghostie! What're you doing outta solitary?" she grinned at him.

The boy simply gave a silent shrug in reply. Batman narrowed his eyes a bit at the number of inhibitor collars on the boy. Two on each arm and one around his neck. The one on his neck had a slight green glow to it and the skin around it was red and rashy.

Harley sent the silent boy a smirk "Oh I'll get you to talk to me yet Ghostie. Just you wait and see." As the boy realized Harley was only in a hugging mood and not a hugging/strangling mood he glanced back at Batman. Harley noticed his gaze and gave a pout "Aw Ghostie the big bad Bat ruined my breakout plan for Mr. J. Isn't he so mean?"

The kid rolled his eyes at her. Before she could say anything else a guard walked in. "Alright Harley let's get moving. Back to your cell."

Harley let go of the boy and gave a little wave. "See you out on the lawn Ghostie." The boy gave her a small wave in return.

The guard turned to the boy "Phantom don't even think about trying anything. Johnson will be here soon to take you back to your cell."

The boy, now known as Phantom, simply rolled his eyes and nodded at the guard. The moment the door closed Phantom's eyes were back locked on Batman.

Batman was going to get to the bottom of why a teenager was in Arkham of all places. He had never seen or heard of the boy before so what had he done that was so bad he ended up here?

"Phantom is it?" he asked the boy. He hesitated for a moment before nodding. "What are you doing here Phantom? This isn't exactly a place for a kid, criminal or not."

Phantom opened his mouth like he was about to say something, but then he flinched in pain and quickly shut his mouth again. A thoughtful look came over his face and he sat like that for about a minute. Suddenly a very resolute look came over him.

Batman watched as Phantom closed his eyes tightly in concentration before they snapped open. Only now they were no longer an icy blue, they were a toxic green. He focused on his right hand which was closed tightly. Suddenly the green inhibitor collar around his neck lit up and beeped, giving him a powerful shock. The green quickly bled out of his eyes and they turned blue again.

Batman heard commotion in the hall, running towards the room they were in. Phantom tossed something at him, from his right hand. Not sensing any ill intent from him or the object Batman caught the thing. He noticed that it was really cold before he hid it a pocket in his belt as the guards burst into the room.

A guard that Batman had never seen before, which was odd for him, walked over to Phantom and pulled out a set of keys. As he started unlocking the kid from the wall he was yelling at him.

"What have we told you scum! No using your powers. That's it, another week in solitary for you Phantom. Maybe we'll be lucky and you'll simply waste away in there. Nobody wants you around anyway, you're just a waste of space." Phantom was glaring as hard as he could at the guard. The guard said over his shoulder as he dragged the boy away "I'll take this scum back to solitary. Even being with those psycho criminals is too good for it."

The last thing Batman saw before the boy was led away to the solitary wing was the desperate look on his face, pleading for help.

Batman turned to one of the other guards in the room "Explain. Now."
