"What we need is to have someone listen deeply to my sorrow and say, 'it matters'. Grief is not a problem that needs to be solved, it's a presence that needs to be lived, and only by sharing that grief with someone can catharsis come, and can an answer be found." – Someone, somewhere.

GOODSPRINGS

Once a boom town, once the mines ran dry Goodsprings was reduced to two dozen souls, a pit stop serving drinks and clean water from the nearby wells to travelers on Long 15. The residents assisted John Doe and nursed him back to health after his clash with the Khans, but many of them were killed by the Powder Gang when they came looking for a survivor of one of their ambushes, a trader called Ringo. NEW VEGAS

The shining jewel of the Mojave is ruled by the iron fist and quicksilver mind of Mr. Robert Edwin House through his army of Securitron robot, capillary surveillance systems, and his Families of uplifted tribals. Thousands of tourists from all over the wastes clog its street and pour their caps in Mr. House's coffers.

After the Freeside Incident and early negotiations that saw the Sharecropper Farms being ceded to Mr. House, the leaders of the NCR and Mr. House are about to meet to sign new Accords for the creation of an official NCR Colony in Freeside and a possible alliance against the Legion.

LUCKY 38

Mr. House's enigmatic fortress, the tower has many underground levels, including an armory, a clinic, holding cells, fully-automated assembly lines, and Mr. House's life-support unit and mainframes.

Ambrogio: This quirky Mr. Handy butler waits on the guest of the Lucky 38's Suites.

Dr. McPayne: This brazen Mr. Handy is in charge of the Clinic.

THE STRIP

Tortured nearly to death by Sarah Lyons, he was put out of his misery by Rose of Sharon Cassidy.

-Captain Pappas: The head of the Military Police and Embassy Security in the Strip.

FREESIDE

Made up of the suburbs and dilapidates districts around the Strip, Freeside has always been rife with strife and criminal activity, despite being under the nominal authority of Mr. House. Recently, Gloria Van Graff tried to seize control of it for her family in New Reno, but was defeated by Mr. House and captured, ushering in a new peaceful era for Freeside under Mr. House's iron fist.

Presley King, aka The King: The leader of the local Elvis-lookalike gang, the Kings. Critically wounded in a false-flag operation by the Van Graffs - pretending to be NCR forces - he was rescued and brought back to health by Mr. House in exchange for his loyalty – or lip-service to it, at least.

Matriarch Tiaret Van Graff: The creole Matron of the Van Graff Family in New Reno, known for taking many lovers.

[Telemaque Van Graff]: The nominal patriarch of the Van Graff Family, in reality a pawn of his wife, killed by John Cassidy in his home.

-Gloria Van Graff: Tiaret's favourite daughter and budding rival, she ran the Silver Rush in Freeside, selling weapons to the Fiends and scheming with Alice McLafferty as well as Vulpes Inculta until the attempted to take over the whole area by playing the local gangs against the NCR. Her plans were thwarted, the Silver Rush destroyed, and now she awaits judgement in a cell at the Lucky 38.

-[Jean-Baptiste Cutting]: Gloria's half-brother and head of Van Graff security forces in Freeside; killed by John Doe at the Blue Suede Chapel when trying to kidnap him and kill Rose of Sharon Cassidy.

-Simon: Gloria's new right hand after Jean-Baptiste's death, he led the assault on the Fort and later surrendered there after Gloria was captured. Now he awaits judgement in a cell at the Lucky 38 with his employer.

-[James Garrett]: The other half of the Garrett Twins, he died with most of his gang when the Atomic Wrangler was levelled by the destruction of the Silver Rush.

-Rotface: A mendicant ghoul turned gang leader turned Van Graff loyalist, he led the false flag operation against the King's School of Impersonation and was later captured by John Doe after he massacred his whole gang. Now he awaits judgement in a cell at the Lucky 38.

-Santiago: Former criminal leader of the Spanish quarter before Raul cleaned up the area, he joined the Van Graffs for a chance at regaining what he felt rightfully his. Now he awaits judgement in a cell at the Lucky 38.

Mick & Ralph: Well-off traders, smugglers, information-brokers and jacks-of-all trades in Freeside, they were co-opted by the Office of Intelligence a couple of years ago and have been funneling them information ever since.

Major Elizabeth Kieran: The commanding officer of the unofficial NCR garrison at the unofficial NCR colony in Freeside. After the Freeside Incident, she was imprisoned by House for breaking the terms of the Accords, while her men were turned to the work crews helping with clearing and rebuilding Freeside. Expected to be released around the time of the diplomatic talks between House and the NCR, since the NCR bargained for the rights to an official colony.

Lopez, owner of Lopez's Watering Hole, a popular bar for caravaneers just outside the Strip's gates and an even more popular spot for gathering and exchanging information.

Huang Zhao: Leader of the Wah Ching Triad in Freeside, very recently arrived to fill in the power-void left by the Van Graffs. The Wah Ching Triad sold Mr. House literally truckloads of their radiation resistant crops for the newly-acquired Sharecroppers Farm.

-[Xin Zhao]: Huang's youngest sister. She ran away from Shi Town with Cassidy Caravans and eventually hooked up with Garland Farrow, from whom she later became pregnant. Killed with every last member of Cassidy Caravans by the Van Graffs and Crimson Caravan Company.

WESTSIDE

This lawless corner of Vegas's suburbs was turned around when the survivors of Ashton and New Hopeville settled here in 2277. The hardy community is largely self-sufficient when it comes to basic necessities and is active in the wastes through Westside-Ashton Co-Op and their caravans.

Dr. Kana Delgado, a.k.a. "Courier Six": One of the leaders of the Divide survivors and co-owners of the Westside-Ashton Co-Op, she took up her husband's licence with the Mojave Express for side jobs. Over the years, she's built up a wide network of associates and allies in an effort to overthrow Mr. House and protect her identity.

-[Ulysses]: A former Legion frumentarius responsible for discovering Hoover Dam, he later defected the Legion and settled in New Hopeville after meeting his future wife.

-David Delgado: their son, a young kid of four affected by autism. He lives for his own protection at La Casa Madrid, Westside's most famous brothel, where he's cared for by the personnel when his mother is away for work, which is very often. He's been kidnapped by Vulpes Inculta.

Pretty Sarah: The matron of La Casa Madrid, disfigured by the Fiend Leader Cook-Cook, and David's primary caretaker.

Miguel: one of the co-owners of the Westside-Ashton Co-Op, her runs the company's shop and warehouses.

Red Lucy: one of the Divide's survivors, the fourth of the Westside-Ashton co-owners and main investor, this fiery woman runs the underground betting rig called The Thorn. A dear friend to Kana Delgado's.

NEW CALIFORNIA REPUBLIC

The great republic of the South-West is a hungry beast, expanding ever northwards and eastwards, annexing territories and communities through a mix of diplomacy, economic pressure, and military strongarming. With very little time given to consolidation, the Republic has been bled almost dry by nearly a decade of conflict with the Legion and is nearly bankrupt from 40 consecutive years of on-and-off war: much of its debt is held by the Gun Runners and several interested parties – including Mr. House.

SHADY SANDS

The capital of the NCR is a nest of vipers vying for political power and still reeling from the disastrous bombing that killed most of Congress at the onset of the Brotherhood war.

President Aaron Kimball: The current President of the NCR and former Five-Star General narrowly assumed control of the NCR in the hours after the bombing of the Congress and was later – again, narrowly – confirmed into office thanks to the Gun Runners' support. He's now campaigning for his third term, but the prolonged slog of the Mojave and recent events have put his re-election in serious jeopardy.

Brigadier General Aki Navache, a.k.a. The Chosen One: Aki Navache enrolled officially into the NCR Army after destroying the Enclave. After thirty years, he's one of the most powerful men in the NCR – some argue, the most – a two-star general and the unchallenged leader of the Office. After failing to seize power in the aftermath of the bombing and losing the elections in 2274 due to the Followers' counter-campaign, he's aiming for the Presidency again, strong of the final success at Lost Hills.

HOOVER DAM

The pivotal point of the war in the Mojave, water and electricity flow West into the NCR from Hoover Dam. Ever since the hairsbreadth victory in the First Battle of Hoover Dam, General Oliver has amassed more and more troops and resources here, waiting for the Legion's next offensive, while leaving the rest of the front critically undermanned.

General Lee Oliver: A hero of the Brotherhood War, the Steel Scourge, who rose to prominence for his role in the liberation of Dayglow, General Oliver is a close friend and supporter of President Kimball and the current Five Stars General of the NCR. The commander-in-chief of the Mojave Campaign, adamant that the next critical victory against the Legion will be by his hand.

Colonel Cassandra Moore: An ambitious woman who served several turns of duty in the lengthy siege of Lost Hills under Brigadier General Navache, she was called to take up the role of day-to-day commander of the Dam after the previous one was killed in the First Battle.

CAMP McCARRAN

The NCR's official military headquarters in the Mojave, albeit short of its commander in chief. While Oliver plans how to destroy the Legion from the Dam, Colonel James Hsu and his staff have the non-enviable task of coordinating the NCR's overstretched supply lines and logistical madness, all the while being on the frontline against the ever-growing number of Fiends in the ruins of South Vegas. Meant to ultimately serve as one end of the NCR's expanding railways network, it suffered a devastating act of sabotage recently when the monorail connecting it to the Strip was detonated by Legion spies.

Colonel James Hsu: The most senior officer at McCarran, a straightforward half-Shi veteran of the Steel Scourge. He survived a poisoning attempt on the day of the Monorail bombing by sheer coincidence.

Captain Richard Curtis: one of the highest ranking officers at McCarran, in charge of logistics and overseeing the Monorail Bombing Investigation as well as the investigation into Carrie Boyd's murder, though the culprit for the latter had the decency to reveal himself.

[Lt. Carrie Boyd]: The Chief Interrogator at McCarran, and a liaison between Hsu's command and the Office branch. Killed by Pvt. Crenshaw around the time of the Monorail Bombing, who later tried to frame her for Silus' murder and the bombing itself and nearly succeeded.

-[Centurion Silus]: The rarest kind of Legionary deserter: a high officer. Too bad the hand of Caesar found him even at the heart of McCarran.

[Ranger Morales]: A Patrol Ranger who led the McCarran detachment during the recapture of the NCRCF. Was killed shortly after by the Fiends.

-[Cpl. Christine Morales]: The Ranger's wife, and Ranger Tanner's close friend. She was kidnapped while on leave for her husband's death and used to try and frame the NCR for the false flag operation against the Kings.

Ranger Anders: A skilled Patrol Ranger, looking to a promotion to the Veterans in a few years.

Sgt. Contreras: McCarran's quartermaster and a man who knows how to spot a profit and build himself an egg nest.

Cpl. White: Tasked by Curtis to guard the scene of Boyd and Silus's murder, failed to stop Pvt. Crenshaw from killing himself.

[Pvt. Crenshaw]: Who could have imagined that this prankster of a soldier could really hide a cold-blooded Legion assassin? He killed Silus and Boyd, trying to frame the latter, and then failed to kill Tanner when she found Boyd's secret recorder. Killed himself.

Major Dhatri: The commanding officer of the First Recon 1st Battalion, stationed in the Mojave.

Lt. Gorobets: The officer in charge of First Recon 1st Squad, 1st Battalion.

Cpl. Betsy: A member of First Recon 1st Squad, she was ambushed and raped by the Fiend Leader Cook Cook. Her former comrade Boone left her his head at her therapy session.

Cpl. Sterling: A crippled Patrol Ranger turned crackshot sniper.

NCR OFFICE OF INTELLIGENCE

Once an underfunded R&D department meant to interface with the Brotherhood of Steel and gather pre-war technology, the acquisition of the Navarro tech caches and Aki Navache's leadership have shaped the Office into the most effective and ruthless agency in the NCR; the Office is capable and willing to deal with military, internal, and criminal threats in the same breath and through any means… but remains more loyal to their leader than the NCR brass they're sworn to, as the creation and very name of the Guard of Iron – the armed branch of the Office – shows.

Leader: Brigadier General Aki Navache: Rather than an administrator, Navache is personally involved in the Office's R&D work, especially in the field of cybernetics, which rumors within certain circles indicate has seen great improvement and refining in recent years.

Major Ian Granite: Once an NCO in the Enclave, Ian Granite has been a steady presence by Navache's side ever since the Iron General's first few steps in the NCR military. Some say it's because Navache spent a lot of his political capital in the early days to have Granite and his squad pardoned. Be it as it may, Granite has been leading the Guard of Iron since its inception.

-Cpt. Ethan Granite: Granite's only son, the younger Granite is an officer in the Guard of Iron. After a recent deployment in Novac, he was transferred to a location unknown.

John Cassidy: once a companion of Navache on the hunt for the GECK and the storming of the Oil Rig, John Cassidy was the first man to undergo near-full cyborg conversion at the hands of the Office, and later became the Office's most effective assassin. Now over a hundred years old, Cassidy has resigned, said his goodbyes, and moved to parts unknown, waiting for his enhancements to fail him.

Ranger Helen Tanner: a Veteran Ranger and Garret Lewin's protégé, Tanner volunteered to become an Office Agent in order to bring a swift and decisive end to the war in the Mojave after she learned that her mentor was dying. She's determined not to see him die on a battlefield, and if the price is her souls and morals, it's one she's ready to pay.

Agent Clanden: The only other Office Agent currently active in the Mojave. Location unknown.

Dr. Lenny: One of the very few companions of the Chosen One who stuck by his side since the beginning, Lenny grew from a sniveling doctor to be one of the Office's sharpest minds, and one of the most loyal to Navache. Responsible for bringing most of Helios One back online and producing to near-full capacity, he's been recently relocated to an undisclosed location.

Dr. Thomas Hildern: The director of the Mojave's branch of the OSI, Office of Science and Industry, which made him the highest ranking Office member until Granite arrived in the Mojave. Now supervising the effort to track down the bunker of the Mojave Brotherhood of Steel, as well as pursuing the Nursery lead – and whatever it is that the Office found in the no man's land between Nelson and Forlon Hope.

-Chris Haversam: Once a nuclear engineer, his mid-life crisis and early balding deluded him that he was turning into a Ghoul. After buying into Jason Bright's cult with a passion, he was knocked out and tussled up by John Doe. Now he's been force-recruited into the Office.

Skynet: Once the most advanced AI on the West Coast, Skynet was hideously crippled by Elder Elijah at the tail end of Operation: Sunburst, who trapped it within Helios's network before proceeding to collapse it piece by piece, forcing the AI cripple itself… and at the same time, hiding whatever secret Helios held. Skynet has been helping with bringing Helios back to full capacity for years now, slowly repairing and regrowing its neural network.

CAMP GOLF

Once an FOB in the Legion war, now it's a career ending assignment unless you're a Ranger. HQ of the NCR Rangers in the Mojave, who keep a rapid response force atop motorcycles ready at all times to plug the holes in the NCR's frontlines.

Chief Hanlon: Black 001 and legendary leader of the NCR Rangers, he coordinates the day-to-day operations of the Rangers while trying to curtail General Lee Oliver's growing influence.

Ranger Garret Lewin, a.k.a. The Canuck: Black 002 and the longest serving Veteran Ranger in the force since the days of their founding, he's a pre-war ghoul with a past in the US occupation of Canada. Served as commanding officer for the NCR Ranger during the Divide debacle and was one of the few survivors. Exposure turned him into a Marked Man, leaving him only a few years to live.

RANGER STATION CHARLIE

Ranger Station guarding the comings and goings up and down Interstate 95, it was sacked by the Legion and most of its garrison was killed. The Legion's ensuing ambush was single-handedly thwarted by Craig Boone.

[Ranger Beaumont]: The Station's commanding officer, killed during the Legion ambush and replaced.

[Ranger Stepinac]: A former Desert Ranger and the Station's comms officer, he was killed during the Legion ambush and replaced.

Ranger Stella: Captured during the ambush, she was meant to be killed in ritual combat against a Legion Decanus to break the Nipton prisoners, but slit his throat instead. After recovering at the New Vegas Clinic, she was reassigned to Ranger Station Bravo, before that too was bombed into oblivion by the Boomers. Currently MiA.

MOJAVE OUTPOST

The gateway to the West along I-15 is a battered, undermanned, overcrowded caravan stop station and checkpoint in the shadow of two historical statues.

Lt. Colonel Jackson: A Black One Veteran Ranger who climbed the Army ranks, he runs the station. Enacted a lockdown for the caravans after the mass jailbreak from the NCRCF.

Major Knight: The chief bureaucrat at the Outpost.

Ranger Ghost: Jackson's go-to person, this albino ranger led the NCR forces against the Powder Gang at the NCRCF and was among the first to spread word of the John Doe's actions there.

Lacey: The owner of the watering hole at the Outpost and a constant thorn in Jackson's side.

NOVAC

A lazy frontier town built around an old motel and a plastic tyrannosaur, just a few miles from the frontlines of Nelson and Camp Forlon Hope. After the renewed Legion raids in Southern Mojave, refugees and then feral ghouls swarmed it; after Jason Bright's execution, it fell under the protection of the NCR as a forward deployment base for a large contingent of the Guard of Iron under the command of Major Granite.

[Craig Boone]: One half of the sniper duo that used to protect Novac and a former First Recon sniper. After his wife was kidnapped by the Legion and he mercy-killed her, his life took a nosedive. After choosing to help John Doe and then agreeing to spy on him for the Office of Intelligence, he confronted his past on a ridge just outside of Bitter Springs and found his end there at the hands of the Boomers.

-[Carla Boone]: Craig's wife, an aspiring singer in New Vegas who moved to Novac for love. Was sold into slavery to the Legion by Jean-Marie Crawford, as vengeance for Craig's war crimes.

Manny Vargas: The other half of the Novac sniping duo and a former First Recon sniper as well as a former Great Khan, Manny was apprehended by the NCR after killing Jean-Marie Crawford in cold blood upon discovering her role in Carla's disappearance and death. Current location unknown.

Lt. Parker: The commanding officer of an NCR squad sent to police Novac just ahead of the flood of refugees amassing there.

Ranger Andy: A retired Patrol Ranger who settled down in Novac after being discharged

[Jean-Marie Crawford]: The owner of the Novac Motel, she lost her only son and his wife during the infamous NCR raid on Bitter Springs; she sold Carla Boone and her unborn baby into slavery in retaliation but was betrayed by Dale Barton. Killed by Manny Vargas.

-[Armand Crawford]: Jean-Marie's only son, a small-time trader who died at Bitter Springs. His only memento is a diary.

Cliff Briscoe: The owner of the Novac general store in the belly of the local T-Rex. Now acting-mayor of the town.

Bruce Isaac: a runaway singer from New Reno, seeking to bring a new groove to New Vegas – and avoid Mr. Bishop's knives in the dark doing so.

[Jason Bright]: Once a captive glowing Ghoul at Vault 87 in D.C., he was freed by Hogarth Mitchell. He founded a cult preaching a radioactive promised land in the stars, but willingly gave himself up to the NCR after he learned how many people died at the hands of his fellow ghouls in Novac.

CRIMSON CARAVAN COMPANY

The oldest caravan company and one of the three major over political lobbying groups in the NCR – the other two being the brahmin barons and the Gun Runners. With Kimball being the Gun Runners' man, they are searching for a strong political figurehead to back in order to capitalize on the expanding railways network and not become obsolete.

[Alice McLafferty]: Crimson's CEO and political mastermind, she took the reins of the Mojave Branch after Jamison's abject results came in and struck a profitable alliance with the Van Graffs – but ultimately signed her own death at the hands of Rose of Sharon Cassidy, courtesy of John Doe. Her death was framed on problematic – read, cannibalistic – elements of the White Glove Society.

-Inez, Laredo (her guards): Drugged or knocked out by John Doe at the Ultra Luxe.

Henry Jamison: The pupil of a powerful backer of Crimson, this inept drunkard and womanizer has readily taken the reins of the Mojave Branch after Alice's demise and is poised to sit on the CEO chair in a few years – with the right training and backing.

-Don Hostetler

CASSIDY CARAVANS

A small-time caravan crew operating all over California and Nevada, Cassidy Caravans struck gold with the water trade from Lake Mead to the thirsty Core Regions, and booze the other way around. Most of them were massacred by the Van Graffs and Crimson Caravan due to a personal vendetta against the Cassidy, and for edging into Crimson's cut of the market.

Rose of Sharon Cassidy: The founder and owner of Cassidy Caravans, she survived the massacre by not being there due to chasing rumours about her father. After teaming up with John Doe and a brief stint under Mr. House, she got her revenge by helping capture Gloria Van Graff during the Freeside Incident and by then killing Alice McLafferty.

[Mahpee]: A tribal looking for a meaning in life, he found it in Cassidy Caravans. Killed in the Mojave.

[Garland Farrow]: A small time tough in Shady Sands, after his brother was killed he joined Cassidy Caravans, where he found a new family and love. By all reports, an awful drunk. Killed in the Mojave on his last run.

[Xin Zhao]: A runaway Shi princess turned caravan hand, Garland and her were expecting a child and were about to settle in Redding when they were killed on their last run in the Mojave.

HAPPY TRAILS CARAVAN COMPANY

A once-prosperous caravan outlet running in the Small Circle, they were chased out by the Reno families after a series of bad runs. Jed Masterson is betting his every last cap on a successful run to New Canaan through Zion, for which he's recruited a motley crew.

Jed Masterson: The co-owner of what remains of Happy Trails, a single father seeking to strike gold again.

-Jane Masterson: Jed's daughter of seventeen, she's been taking up a larger role in the family business ever since their fall from grace. Bright and awfully cheeky.

Rose of Sharon Cassidy: After being fired by Mr. House, Cass reinvested half of her severance package into Jed's expedition, secretly looking for traces of her dad.

Layla: A former First Recon sniper who deserted after Bitter Springs, Jed's expedition is her ticket out of the Mojave.

Dr. Amy Wilks: A former Follower botanist and chemist ostracized by her own for some event in her past.

Tom Joad: An ancient man with a peculiar name, he looks to be pushing a hundred and rotting from the insides, but is still as strong as a bear.

THE LEGION

Imperator Caesar: The once Edward Sallow, now Imperator of the Legion and Son of Mars, is aging and suffering from some mysterious ailment, but his paranoia to meet the fate of his namesake has prevented him thus far from nominating an official successor – and in his fading shadow, the most prominent of his followers are angling to be the one to wear the red cape of command.

-Lucius: the capable and loyal head of Caesar's Praetorian Guard.

Legate Lanius, The Monster of the East: Kinslayer and cunning, crafty butcher, Lanius had carved a bloody swathe east, finally conquering the fortress-city of Denver. Now, his master is calling his most ferocious hound home, but it'll be a different beast coming back West than the one who left on campaign. Should Caesar die, most within and outside the Legion figure he will be the next Son of Mars.

Vulpes Inculta, aka "The Good Man": The head of Caesar's Frumentarii and the #2 on the NCR Rangers' hit-list, just below the Imperator himself and even above Legate Lanius. Inculta is single-handedly responsible for much of the chaos in the Mojave in the recent months – from the Southern raids to the destruction of Cottonwood, to the Super Mutant raids on I-15 and the Van Graffs' sudden reckless activities – and forged the alliance with Boomers that cut off the NCR from the North coast of Lake Mead. His peculiar dynamic with Ulysses, one of loathing and begrudging respect, has carried over to the man's wife, Kana Delgado.

-[Frumentarius Germanicus]: Posing as a Mojave Express Courier, Germanicus was tasked by Inculta to try and recover the Platinum Chip – believed to be linked to the information recovered by Lanius in Denver in 2278 – but his snooping was short lived once he ran into Sarah Lyons.

-[Frumentarius Gabban]: A spy of Lanius into Inculta's ranks, he was left as a hostage and sign of good faith to Tabitha at Black MT. Was strung up and fed to Tabitha's pet deathclaws once the Good Man's promises turned out to be empty.

-Frumentarius Alerio: Inculta's right-hand man, he went to Utah with the Scorched Century to chase rumours of the Burned Man.

[Centurion Galba]: The commander of the century that accompanied Vulpes Inculta in his prolonged raid into Southern Mojave. Killed in his camp by Garret of the Veteran Rangers.

-[Decanus Far Crow]: Decanus in Galba's century, killed by Ranger Stella in the ritual duel meant to break the child prisoners taken in Nipton.

[Dale Barton]: A caravan master trading both in Legion and NCR territory, he and his family were one of the many covert eyes of the Legion behind enemy lines. Guilt-ridden for his role in Carla Boone's fate, he told Craig Boone the truth about the events in Novac and was shot down by the sniper in a psychotic rage.

-[Alan Barton]: Dale's eldest, he was torn apart by the ghouls in Novac.

-[Josh Barton]: Dale's second son, murdered by Boone.

-[Matthew Barton]: Dale's third son, murdered by Boone.

-Rebecca Barton: Dale's pregnant wife.

THE GREAT KHANS

Once counted among the most vicious raider tribes in the South-West, today they are merely the most enduring, stubbornly refusing to be stomped out by the NCR, or to change their ways. After the bloody massacre at Bitter Springs, the Khans retreated to Red Rock, ready to throw their lot in with anyone promising them the vengeance many feel is their due. Recently, the Veteran Rangers found Red Rock abandoned, and the Khan Warriors were spotted fighting alongside Driver Nephi and his Fiends.

Papa Khan: The vindictive leader of the Khans, obsessed with making the NCR bleed even if it ultimately destroys his tribe and family.

[Regis]: Papa's second and often voice of reason, he was found beaten to death in the initiation ring at Red Rock Canyon around the time Khan warriors were spotted first in the company of Driver Nephi.

[Jessup]: The leader of the group of Khans hired by Benny to recover the Platinum Chip, he commanded the forward group crafting explosives at Vault 11, to later use against the NCR. Tortured and killed by John Doe.

[McMurphy]: Jessup's right-hand man, he chose to face Veronica's power fist rather than the resurrected John Doe. At least it was quicker.

Jack & Diane: The minds behind the Khans' chem trade, though what they knew was taught them by the overeager Followers. They turned their talent for chemistry towards explosives, and were later capture by Doe & Co. Currently enjoying the NCR's hospitality.

Melissa: A young Khan recruit from Sloan captured at Vault 11, she was freed by Rose of Sharon Cassidy.

THE FIENDS

Stuck in a haze of drugs and violence that shuts off the realities of the Wasteland, the Fiends' are among the most brutal and numerous gangs out there, having taken over large swathes of South Vegas and Vault 3.

[Motor Runner]: Long-time leader of the Fiends, he was overthrown and killed by Driver Nephi after the Van Graffs bribed him into a huge offensive against the NCR, which broke against McCarran and the Guard of Iron reinforcements.

[Cook-Cook]: Pyromaniac psycho and serial rapist, he met his end at the ends of Driver Nephi. His head was delivered by Craig Boone to Corporal Betsy.

[Violet]: This Fiends chieftain had a thing for rabid hounds and ruled over a fortress that regulated the chem trade with the Great Khans at Red Rock Canyon. Her dogs and walls weren't enough to stop the Guard of Iron.

Driver Nephi: The new leader of the Fiends, he's secured the help of the Great Khans in his continued fight against the NCR.

THE BOOMERS

A reclusive, self-sustained tribe of Vault-descended xenophobes that have cordoned off the entire area of Nellis Air Force base and its surroundings to the sound of precise heavy ordinance barrages and overkill. In recent years they opened talks with only two parties, and in both cases with the express intent of finding reliable help to recover their "Lady of the Lake": while Kana Delgado and Westside-Ashton Co-op arrived first, it was ultimately Vulpes Inculta and the Legion that helped them recover a crashed bomber from the depths of lake Mead.

In exchange, the Boomers have declared war on the NCR, destroying Ranger Station Bravo and opening another frontline in the northern Mojave.

Mother Pearl: the matronly elder of the Boomers has become obsessed in recent years with recovering the B-59: when Kana Delgado's caravan ran weeks late with the replacements parts necessary to repair the Boomers' solar panel array, she turned to Vulpes Inculta and the Legion for a profitable partnership.

[Loyal]: the Boomers' head technician worked his entire life to recover the Lady of the Lake and was killed by Craig Boone as the plane emerged from Lake Mead, accidentally taking the bullet meant for Vulpes Inculta. He was quickly avenged.

Raquel: the head of security at Nellis is against any contact with the outside, but between Inculta and Delgado, she chose the lesser evil. She sent Janet to try and find her former employer in order to prevent a ruinous partnership.

Jack: Loyal's apprentice and Janet's husband, he's the most vocal supporter of Kana to the Boomers.

-[Janet]: Kana's former employee as a caravan hand, she fell in love and married Jack, remaining as a liaison between Kana and the Boomers. Killed by the Institute in the woods outside Jacobstown.

-Lindsay: Jack's younger sister.

THE WEST COAT BROTHERHOOD OF STEEL

The West Coast Brotherhood of Steel lies in shambles. After declaring war on the NCR to seize the Enclave tech stored in Navarro and bombing the NCR Congress, the war quickly turned against them after the double-defeat at the Siege of Navarro and later, at the Battle of Dayglow, which revealed to the public at large the extent of the Brotherhood's brutality. General Aki Navache repaid them in kind, gassing and destroying every Brotherhood Bunker in California as well as routing the BoS at Helios One, until only Lost Hills and Hidden Valley remained on the map. And then, Lost Hills fell.

High Elder Jeremy Maxson: High Elder of the Brotherhood of Steel and direct descendant to Roger Maxson, he was the main supporter of the war against the NCR. Captured by Navache and paraded around the NCR as a trophy, he's allegedly the only survivor of Lost Hills.

Elder McNamara: Paladin McNamara led the few survivors of Helios One to safety and was elected Elder of the Mojave Chapters, all fifty souls of them. He's maintained a complete lockdown ever since, exempting only the provisioning scribes, and enforced a breeding program to try and replenish the Brotherhood's numbers within a couple of generations.

-Knight Stenton: an Initiate kicked up the chain of command ahead of his time, he's intended to replace Veronica Santangelo and free her to pop out her quota of children.

Elder Elijah: The visionary Elder who disappeared after the fall of Helios One. Traces of him and his research have recently been found by the Office of Intelligence in a bunker in the no-man's land between Camp Forlon Hope and Nelson.

-Veronica Santangelo: Elijah's former pupil and putative granddaughter.

-Christine: Veronica's once lover, now a fanatical agent of the Circle of Steel, the Brotherhood military police.

THE INSTITUTE

Descendants of the Commonwealth Institute of Technology, the Boston-based faction has mobilized a large number of assets to establish a forward base in the Mojave in order to discover the location of Big MT and the Nursery and seize both. Unfortunately for them, they are not alone in the pursuit, and in trying to seize Dr. Gannon and Dr. Delgado, they ran afoul of the Jacobstown super mutants and lost the Enclave bunker they had seized. The location of their main base in the Mojave remains unknown… for now.

Dr. Justin Ayo: The leader of the Mojave expedition. A very frustrated man.

-[Courser A3-21, aka "Harkness"]: Once a runaway Courser in D.C., then found and reprogrammed, Harkness was finally cut down by Marcus.

-[Courser A1-13]: A giant of an android who tried and failed to assassinate Marcus and was mowed down by the Battlemaster's retinue.

-Courser S1-26, aka "Sarah Lyons": Once the Star Paladin and Sentinel of the East Coast Brotherhood of Steel, after he death in the Battle of the Purifier her body was recovered by the Institute and frankensteined into a Courser. Now an elite agent of the Institute's will, her deployment to the Mojave aligns with her main imperative, set by Dr. Presper himself: find and retrieve Hogarth Mitchell.

-Victor: The Mk. I Securitron cowboy deployed in Goodsprings abandoned the town in its moment of direst need due to a factory recall order, but was damaged by the Mojave wildlife. Recovered by the Coursers, it was restored and reprogrammed by the Institute's technicians.

JACOBSTOWN

This mutant haven in the shadow of Mt. Charleston welcomes all super mutants. Its leader, Marcus, is trying to rehabilitate his kin and find a cure for nightkin schizophrenia, while keeping them away from the conflict in the region and the Iron General's ever watchful eye. He's struck an alliance with Aki's daughter, Rachael aka Kana Delgado, whose Westide-Ashton Co-op is the only source of trade with the outside world.

Marcus: formerBattlemaster of the Master's mutant army, former mayor of Broken Hills, a companion to the Chosen One, the slayer of Frank Horrigan: the peaceful mayor of Jacobstown has seen a lot, but the Institute's presence in the mountains and their actions forced him to take up his sword once again.

-Neil: Marcus's second in command, a first generation super mutant. A warrior, mechanic, and now a budding psychiatrist.

-Keene: The leader of the Nightkin at Jacobstown, he struck a tentative alliance with Marcus out of respect and the promise of a cure for schizophrenia and stealth-boy dependence, which was delivered.

-Tabitha: The schizophrenic leader of the Black Mountain mutants, she was tricked by Vulpes Inculta into working for the Legion and attacking the caravans traveling up I-15 after her group massacred the deathclaw nest at Quarry Junction. Marcus killed her deathclaw pets, blinded and defeated her; now, she's recovering at Jacobstown with the help of the Mr. Handy, Rhonda.

-[Davison]: Tabitha's lieutenant, he was sent on a fool's errand to try and recover a shipment of stealth boys on false information by Vulpes Inculta. Killed by John Doe, Rose of Sharon Cassidy, and Craig Boone along with his entire group.

-Dog/God: A violent, schizophrenic nightkin with a colder, smarter second personality, he went missing not long after Tabitha's group settled at Black Mountain.

-[Lily Bowen]: The grandmotherly nightkin with a split personality called Leo took a shine to Kana Delgado, thinking her her own long-lost granddaughter Becky. She was killed by Harkness trying to defend Kana and Arcade from kidnapping.

Dr. Henry: An Enclave neurosurgeon specialized in canine neurosciences, after the fall of Navarro he took up the task of creating a cure for Nightkin schizophrenia in Jacobstown. He's achieved at least partial success.

-Calamity: His assistant, this eclectic pre-War ghoul keeps herself sane by changing profession about once every ten years.

THE ENCLAVE

THE NAVARRO REMNANTS

Cpt. Judah Krieger: former Enclave Captain and survivor of Navarro, now one of the Westside-Ashton co-owners.

[Lt. Mark Gannon]: Arcade's father, killed in a Brotherhood ambush in the last days of the First Siege of Navarro.

-[Amelie Gannon]: Arcade's mother and an Enclave civilian, she died of ovarian cancer in the early 2270s.

-Arcade Gannon: A reserved and idealistic Followers' doctor, surgeon, and researcher, he's haunted by an unwanted past and the looming threat of persecution should it come to light. Kana Deldado's closest friend and confidante, he lost a leg during the Jacobstown – Institute battle at the Enclave bunker.

Flight Lt. Daisy Whitman: Arcade's very protective putative mother, a stubborn, tough-as-nails Enclave veteran. A former resident of Novac, she left the place when the NCR and the Guard of Iron took it over for fear of being recognized. Was later kidnapped by A1-13 and Sarah Lyons during the Legion's assault on Aerotech Park.

[Sgt. Orion Moreno]: An Enclave hardliner suffering from dementia, he died of an heart attack in the Enclave Bunker after being subjected to the Forecaster's mental ministrations.

[Cpl "Cannibal" Johnson]: An Enclave soldier wracked with guilt for most of his life, even after the Forecaster's ministrations broke his sanity, he put himself between his friend Daisy and Harkness's holo-sword to save her life.

THE SECRET SERVICE INFILTRATORS

A handpicked unit answering directly to the President of the United States and enhanced with experimental cybernetic and FEV treatment. Due to the dangers of their line of duty, not many serve long among their ranks before being dismissed due to injuries or dying in the field.

[Cpt. Jules Prescott]: The Infiltrators leader up to the time of the Hopeville expedition, he was killed by Ulysses and Ranger Garret along with half of his men.

Lt. Johnathan Ross, a.k.a. "John Doe", a.k.a "The Butcher": Born in Vault 117 before the Enclave took it over. An Enclave hardliner, he was Prescott's second in command, then he took over for him after the Divide. The sole survivor of the Mothership Operation (other than Sally-Anne Mitchell), he volunteered for the latest FEV treatment – developed on the basis of samples and data recovered in Pittsburgh – after he discovered he was dying of radiation poisoning. He led his team into Baja and then to Big MT, but he was the only one to come back, and no longer the master of his own will until Kana Deldado electrocuted his brain.

-Lt. Elizabeth "Ruth" Ross: Johnathan's younger sister, she's Autumn's aide-de-camp, go-to operative, and the leader of his security detail.

[Sgt. Stefan "Fritz" Klein]: Johnathan's second in command ever since he took charge of the Infiltrators, he survived the Mothership Operation by not being there, but later died at Big MT after Christine Royce trapped the unit in a room overrun mechanical abominations. He was the owner of Johnathan's laser rifle, "Fritz", now destroyed.

[Cpl. Ethan Edwards]: The Infiltrators' field medic, he died at Big MT.

[Cpl. Samantha Jones]: The Infiltrators' comms officer, she died at Big MT.

[Pvt. Anderson Garcia]: The Infiltrators' heavy-weapon specialist, he died at Big MT.

[Pvt. Gina Allen]: The Infiltrators' sharpshooter, she died at Big MT.

[Sgt. Brian Cox]: The leader of the team charged by Lt. Ross to take the data recovered at Greenway Hydroponics HQ back to the President, he died when their vertibird was shot down of the sky by the Legion near Denver.

[Cpl. Penelope LeBlanc]: After the vertibird crashed, she managed to destroy the data they were tasked to deliver, and subsequently revealed very little to the Legion's torturers before taking her own life.

[Pvt. William Torres]: Killed by the Legion after the Vertibird crashed, buying time for LeBlanc to destroy the data they were tasked to deliver.

VAULT 22

Once the site of Vault Tec's attempt to reverse-engineer the G.E.C.K. technology - which to nobody's surprise gave birth to unspeakable horrors – it has recently been cleansed by Hogarth Mitchell and taken over by a Harold tree. Now, it's the temporary home of the weirdest group in the wastes, and their motley zoo of wasteland fauna.

Hogarth Mitchell: Enemy #1 to the Brotherhood of Steel and known as the "Lone Wanderer" to the rest of the people of the Capital Wasteland, he's a man trapped between two lives, a grandfather who found himself in the body of his younger self. The only known descendant of Kristen Dufrense to awaken the Master's Legacy, he's stuck in a continuous mental struggle against the Master's reincarnation.

-Amata Mitchell, nee Almodovar: Hog's childhood friend and lover in one life, and his wife of many years in the other. Hogarth says she still lives somewhere in his mind, helping him guard against the Master.

-Bloomseeder Sally-Anne Mitchell: Hog's adopted daughter and his granddaughter in another life, she's one of many clones of Sally, a primary-schooler kidnapped by the Zetans with her family at the onset of the Great War, over 200 years ago… or perhaps the original one. After consuming Harold's sap, she's become one of his Bloomseeders.

-Senior Agent Marcellus Oswald Ramsay the Third, a.k.a. "Mort": A sapient, giant mole-rat and a senior officer of the reborn Secret Service based in Quantico, he was kidnapped from his home by Hogarth to be Sally's birthday present. A grumpy-pants with a keen strategic mind and a fondness for being patted on the head.

-Timothy "The Forescaster": A Commonwealth-born latent psyker, he was taken from his grandmother's farm when young as part of the Institute's forays into psychic research and the Legacy. Now, he cannot stop hearing the thoughts of all people around him without his headset, and he can also actively "read" someone else's mind by making eye contact, though often the process has dire consequences. He was rescued from the Enclave Bunker near Jacobstown by Sally, Mort and Harold, with the complicity of Sarah Lyons.

Harold: The other Unique Mutant from Mariposa Military Base, this ghoul has fully merged with Bob/Herbert, the parasitic plant that put its roots in his skull. His Bloomseeders have vowed to spread his seeds throughout the wastes, so as to make it verdant again.
