I am confused as hell

The Marine list of what to do with the Straw Hats is a bit contradictory. At first, telling Marines not to interfere with the Straw Hats while they’re saving countries is completely nonsensical; but maybe the Marines only hold a grudge for Enies Lobby. In which case, the Marines might demand a fine and remove their bounties, allowing them to save countries - or try reaching out to them as allies, like a Warlord situation. Or more likely, ordered to capture the Straw Hats as soon as possible, and save the country themselves, claiming the credit. (Like Smoker was rewarded for Crocodile.) Despite it being funny, it’s contradictory, and I was compelled to nitpick it.
The Kamu-Kamu Fruit is interesting. A vampire is an odd choice, considering it’s essentially a normal human with extra features; but considering the possibility that Chopper’s Human-Human Fruit could just as easily have been eaten by a human, it’s plausible. Luffy being a bit smarter, and a huge prankster, is cool but not explained much (so far).

Then the world is happy and the Celestial Dragons mysteriously get murdered *coughkilledbythefabgoatcough* and everyone lives happily ever after. The end.
