In regards to your author’s note, I’ve long been of the opinion that if Cory and Lea weren’t together in real life, they wouldn’t have pushed Finchel together so hard on the show.

What Finn did is illegal because she said no, not because of their ages. the age of consent in Ohio is 16, the youngest in the US, so it is perfectly legal for an 18 yr old and a 16 yr old to date/have consensual sex.
