Dude, stick to making plotless smut. This story has so many holes in it it's not even funny. You really think the Hokage, Jiraiya of the Sannin, Kakashi, most of the clan heads of Konoha, most of the ninja population and most importantly, Kushina would let them get away with this? Kushina is legendary for being stubborn, you're insulting her character by making her this weak and passive. She would have destroyed konoha to save her two boys. Tried to break them out at least. Not doing anything and then trying to off herself? Gimme a fucking break dude. That's not even glossing over the whole "Higher ups" thing. It's a ninja village. As in a village for ninja. Ruled by ninja and created by ninja. It's main source of profit is from ninja missions. It's first and last line of defense are ninja. Why the fuck would the higher ups of a NINJA VILLAGE be civilians? I would genuinely like this question to be answered. Why? A ninja village is a military organization. It's in a state of perpetual war, giving the leader, ie the Hokage, supreme execultive command over every aspect of the village. The Hokage is a dictator. How can civilians veto the Hokage's decision? This isn't the fucking republic of rome, not everyone gets an opinion. Certainly not civilians. This story is nonsensical. A joke really. These types of stories give me headaches. This is what I get for going to the crossover section I guess.
